Job summary

Partnering Health Ltd has an exciting opportunity for aHealthcare OperationsServiceManagerto execute exceptional contract management and operational service delivery across all PHL Integrated Urgent Care (IUC) contracts. Your role is critical in leading and inspiring an organisational culture that enables staff to achieve desired outcomes and deliver exceptional service. You will act as the interface between operational and strategic teams.

  • Effectively lead and manage the lifecycle of contracts, ensuring compliance, performance, and financial management, proactively managing stakeholders
  • Collaborating with support functions, suppliers, and external partners
  • Identifying and mitigating potential contract risks while ensuring adherence to legal and regulatory standards.
  • Managing contract budgets, workforce budget and negotiations
  • Leading the Operational Management team to exceed their contractual obligations for Integrated Urgent Care contracts (Clinical Assessment Service, Home Visiting, Face to Face elements and specialist services)
  • Accountable for operational managers to fulfil their rotas with the correct clinical and non-clinical mix of staff and meet daily forecast spend supported by delivering on their recruitment plans.
  • Drive a high-performance culture by ensuring performance is managed across the operation and that appropriate action is taken where under-performance occurs.

Main duties of the job

  • Ideally experience in healthcare, however, you may have experience in another sector with regulatory compliance.
  • Strong background and experience in Operations leadership
  • Experience of running a business unit with £5m (or above) turnover.
  • Be able to monitor and develop service processes and patient flow, including the creation of easily understandable SOPs and Guidelines.
  • Experience of running a service or contact centre is desirable
  • Experience in unscheduled primary or urgent health care provision, primary care centre and logistical delivery of a mobile clinical workforce highly desirable
  • Knowledge of NHS contracts and contract management, including APMS, GMS and NHS Standard Form Contracts is highly desirable.
  • Knowledge of System Delivery monitoring and management, including experience in participating in A&E Delivery Boards or equivalent

Job responsibilities

  • Be fully accountable for leading all IUC contracts (Clinical Assessment Service, Home Visiting, Face to Face elements and specialist services) ensuring the contracts are up to date, correct and delivered as customer requirements with support from the operational managers. You will empower them to oversee daily operations and delivery of their contracts that they fully understand and deliver the service specification and KPIs.

Lead contract management and stakeholder management proactively across all IUC contracts calling on support from the Head Of Healthcare and MD Healthcare as needed.

Be a visible and participative leader and work closely with the IUC Clinical Manager, demonstrating exemplar behaviours in line with the companys values.

Accountable for operational managers to fulfil their rotas with the correct clinical and non-clinical mix and ensuring and meet daily forecast spend supported by delivering on their recruitment plans.

Accountable for the delivery of contractual KPIs across all contracts within scope

Drive effective staff engagement initiatives to influence core competencies, behaviours and improve productivity and efficiencies

Accountable for actively seeking and explore business development opportunities through customer and stakeholder relationships.

Accountable for ensuring all contracts provide detailed and robust management information that accurately reports on all aspects of operational and contractual performance and is used as an effective tool to support contract management discussions and internal performance management.

Maintain and enhance the business standards of behaviour and culture in the equitable and fair treatment of team members, ensuring operational staff conform to all regulatory requirements including but not limited to the CQC, ISO and UK employment law, Health and Safety and where appropriate other regulatory bodies.

Accountable for contract governance, ensuring all contracts are up to date, signed and accurately recorded and secured via Datix.

Hold operational managers to account for leading their teams and fostering a culture of positive performance management, ensuring what good looks like is always at the forefront of everyones priorities and behaviours.

Set up and lead a framework for the clinical and operational IUC teams to meet, share best practice, undertake peer review, support, challenge and innovate.

Lead Operational and Clinical Management Team to effectively plan and forecast clinical and operational workforce requirements as part of annual budget process and on a quarterly review basis.

Provide strong leadership and support to all direct reports

Role model a values led leadership style with vision and drive

Lead on effective communication to ensure clarity and consistency of messaging across teams

Participate in the manager on-call rota.
