Job summary

Partnering Health Group has an exciting new opportunity for a Contract Manager to execute exceptional contract management and operational service delivery across all PHL Integrated Urgent Care (IUC) contracts. The role will lead the IUC management team to exceed their contractual obligations across all services and as a minimum deliver safe and effective services which meet their performance KPIs and financially perform. Your role is create, lead and inspire an organisational culture that enables staff to achieve desired outcomes and deliver exceptional service. You will act as the interface between operational and strategic teams.

The role will be based at our Contact Centre in Fareham with regular working at PHL Healthcare Division operational sites.

As a leader of 247 services there is an expectation to work/have a presence on a regular basis in the out of hours period.

Main duties of the job

Contract Manager KeyAccountabilities:

Be fully accountable for leading all Integrated Urgent Care contracts (Clinical Assessment Service, Home Visiting, Face to Face elements and specialist services) ensuring the contracts are up to date, correct and delivered as customer requirements.

You will lead the IUC operational management team and empower them to oversee daily operations and delivery of their contracts that they fully understand and deliver the service specification and KPIs.

Lead contract management and stakeholder management proactively across all IUC contracts calling on support from the Head of Healthcare and MD Healthcare as needed.

Accountable for operational managers to fulfil their rotas with the correct clinical and non-clinical mix and ensuring and meet daily forecast spend supported by delivering on their recruitment plans.

Set up and lead a framework for the clinical and operational IUC teams to meet, share best practice, undertake peer review, support, challenge and innovate

Drive a high-performance culture by ensuring performance is managed across the operation and that appropriate action is taken where under-performance occurs.

About us

PHL Group was founded in 2009 by a team of commercial partners and experienced General Practitioners with a clear vision of providing services that would contribute to and benefit the local healthcare economy. PHL (formerly known as Hampshire Doctors on Call) runs Integrated Urgent Care, which evolved from the former Out of Hours model, for localities in Hampshire and the Isle of Wight. All of the core services which look after patients with an urgent healthcare need are joined up together, and PHL work closely with system partners such as South Central Ambulance Service. The services we operate include call handling, telephone clinical assessment, out of hours home visiting services and some face-to-face Primary Care appointments services in Hampshire. In 2021 a newly formed Healthcare Division was created and incorporates PHLs Urgent Care, Primary Care and Youla Care Concierge Services. The new division combines PHL's healthcare operations into one team and utilises internal and external resources efficiently to achieve our organisations vision: to be an innovative healthcare enabler, known for providing a range of high-quality care.

  • Participate in the manager on-call rota.

  • Robust experience of operating at a senior level in a complex organisation
  • Strategic acumen essential
  • Demonstrable contract, operational and stakeholder management skills (both in a matrix and hierarchical environment and externally as well as internally)
  • Able to inspire, lead develop and motivate others, instilling trust to deliver is essential.
  • Demonstrable exemplar behaviours in line with our values is essential.
  • Experience of running a business unit with £5m (or above) turnover.
  • Understanding of regulatory compliance
  • Knowledge of NHS contracts and contract management, including APMS, GMS and NHS Standard Form Contracts is highly desirable.
  • Knowledge of System Delivery monitoring and management, including experience in participating in A&E Delivery Boards or equivalent
  • Be able to monitor and develop service processes and patient flow, including the creation of easily understandable SOPs and Guidelines.
  • Demonstrate ability to mobilise services, knowledge management and skill utilisation, using project management methods.
  • Experience in unscheduled primary or urgent health care provision, primary care centre and logistical delivery of a
  • mobile clinical workforce highly
