Job summary

Partnering Health Group has an exciting new opportunity for a Head of Healthcare to be the conductor of the awesome orchestra of healthcare operations and to lead and inspire the operational senior management team to exceed their contractual obligations across all services. As a minimum the post will ensure the delivery of high quality, safe and efficient healthcare services. They will deliver clear and effective communication and be accountable for the overall delivery of service, safety and commercial success.

The role will be based at our Contact Centre in Fareham with regular working at PHL Healthcare Division operational sites.

As a leader of 247 services there is an expectation to work/have a presence on a regular basis in the out of hours period.

Main duties of the job

Head of Healthcare KeyAccountabilities:

Be fully accountable for ensuring all direct reports own their contracts and fully understand and deliver the service specification, KPIs and commercials and approach contract management and stakeholder management proactively. All reports to successfully manage relationships with their stakeholders and reporting teams

Hold contract and clinical managers to account for fulfilling their rotas with the safe skill mix (clinical and operational) required to deliver a safe service and within budget operational and ensuring they deliver on their recruitment plans.

Accountable for the delivery of the Healthcare Division annual operating plan and 5 year strategic plan working collaboratively with the Managing Director and Head of Commercial.

The Head of Healthcare is a dynamic leader of people who can engage with individuals at all levels and effectively drive change and development in fast paced operational environments.

About us

PHL Group was founded in 2009 by a team of commercial partners and experienced General Practitioners with a clear vision of providing services that would contribute to and benefit the local healthcare economy. PHL (formerly known as Hampshire Doctors on Call) runs Integrated Urgent Care, which evolved from the former Out of Hours model, for localities in Hampshire and the Isle of Wight. All of the core services which look after patients with an urgent healthcare need are joined up together, and PHL work closely with system partners such as South Central Ambulance Service. The services we operate include call handling, telephone clinical assessment, out of hours home visiting services and some face-to-face Primary Care appointments services in Hampshire. In 2021 a newly formed Healthcare Division was created and incorporates PHLs Urgent Care, Primary Care and Youla Care Concierge Services. The new division combines PHL's healthcare operations into one team and utilises internal and external resources efficiently to achieve our organisations vision: to be an innovative healthcare enabler, known for providing a range of high-quality care.

Hold contract and clinical managers to account for fulfilling their rotas with the safe skill mix (clinical and operational) required to deliver a safe service and within budget operational and ensuring they deliver on their recruitment plans. Accountable for the delivery of the Healthcare Division annual operating plan and 5 year strategic plan working collaboratively with the Managing Director and Head of Commercial. Accountable for ensuring contract managers actively seek and explore business development opportunities through customer and stakeholder relationships. Lead the integration of the supplies and administration functions into healthcare operations empowering the Support Services Manager to establish new integrated and innovative ways of working. Hold contract managers to account for ensuring their services and contracts provide detailed and robust management information that accurately reports on all aspects of operational and contractual performance and is used as an effective tool to support contract management discussions and internal performance management. Maintain and enhance the business standards of behaviour and culture in the equitable and fair treatment of team members, ensuring staff conform to all regulatory requirements including but not limited to the CQC, ISO and UK employment law, Health and Safety and where appropriate other regulatory bodies TEAMWORK The Head of Healthcare is a dynamic leader of people who can engage with individuals at all levels and effectively drive change and development in fast paced operational environments. Hold contract managers and operational managers to account for leading their teams and fostering a culture of positive performance management, ensuring what good looks like is always at the forefront of everyones priorities and behaviours Set up and lead a framework for the contract and operational management teams to meet, share best practice, undertake peer review, support, challenge and innovate. Support the development of the PHL strategic plan and take ownership to translate it into achievable operational plans, ensuring this is then articulated to contract management for delivery. Participate in the senior manager on-call rota. Deputise for the Managing Director as required. Lead the compilation of a robust succession plan that ensure no risks or single points of failure exist across the Healthcare Division. EFFICIENCY A senior leader fostering a continuous improvement approach which nurtures a culture of service quality delivery and excellence, makes an active contribution to strategic development and ensures initiatives are implemented into sustaining operational activity. Accountable for ensuring the contract managers, support services manager and operational management teams deliver tangible cost efficency plans across all contracts and services delivering an annual target. Use performance boards, healthcare division meeting infrastructure and other forums to empower teams and identify and deliver performance and efficiency improvement initiatives.   • as internally) are paramount.
  • Able to inspire, lead develop and motivate others, instilling trust to

  • Experience of running a business unit with £15m (or above) turnover.
  • Understanding of regulatory compliance
  • Knowledge of NHS contracts and contract management, including
  • APMS, GMS and NHS Standard Form Contracts is highly desirable.
  • Experience of NHS healthcare market is desirable although not
  • essential.
  • Experience of specialist skill in management of large-scale service
  • design and workforce changes
