North East Primary Care Network - Operations Manager

Hours Full time (37.5 hours per week)

Salary - £35,000 - £40,000 PA depending on experience

Job Summary

The North East Primary Care Network (PCN) are looking for a diligent, organised and pro-active individual with excellent attention supporting the PCN Digital Transformation and Business Manager. PCN Clinical Director and Deputy Clinical Director. They will also work collaboratively with the NE PCN Member practices, the wider North East PCN team and third sector.

This is a fantastic opportunity for someone looking to explore a new career in Primary Care Networks. The successful candidate will have a desire to develop their skills and gain experience within a supportive yet fast past environment.

The North East Locality PCN comprises six practices: Tower House Surgery, The Esplanade Surgery, Argyll House Surgery, East Cowes Medical Centre, St Helen's Surgery and Medina Healthcare.

Main duties of the job

The role of the PCN Operations manager is to work with the Clinical Director, Deputy Director and PCN Digital, Transformation and Business manager to support the:

Operations, service and quality improvement projects

contract management

Delivery of quality improvement projects

Stakeholders and relationship Management

HR and workforce management

Administration of meetings

About us

The North East is the largest Primary Care Network by population size of approx 53,342 residents, and the most densely populated locality. The area offers a mix of urban and rural areas including the major gateway towns of Ryde and East Cowes. Its population profile mirrors that of the wider population, with a higher proportion of older people. Around 22.5 per cent of people living in the North East Locality PCN have a long-term illness or disability.

The locality also has the highest rate of unemployment at 4.83 per cent and contains several areas of deprivation but, conversely, parts of the area are also home to many second homeowners. This population profile presents a varied opportunity for healthcare professionals seeking new roles and all within easy commuting distance from the mainland or for those considering a move to the Island.

The network is well resourced both in terms of GPs and a wide range of different practitioners operating within and across the practices including advanced nurse practitioners and shared roles like paramedics, providing a patient visiting service, and clinical pharmacists. The practices also share flu clinics in the Ryde area and phlebotomy services and work to empower patients and their carers to improve their physical and mental wellbeing.

Together our practices embrace innovation, working on a number of initiatives to improve patient care including setting up the first primary care mental health practitioner model on the Island.

To assist the PCN Digital Transformation and Business manager, PCN Director, Board and Practice Managers in delivery and contractual requirements of the PCN Direct Enhanced Service. Responsible for Operations, Project and Contract managements, delivery of quality improvement projects and supporting staff at all levels in the PCN to support change.

LOCATION:

Peripatetic role across the PCN sites and other local locations as required.

HOURS OF WORK:

As well as working within standard office hours, flexibility is required across the week to attend early morning or evening meetings with some possible occasional weekend working.

PCN:

The acronym PCN referred to throughout this document refers to the Isle of Wight North East locality Primary Care Network. Beyond this it also covers cross working with our Integrated Care system ICS, Healthcare Partners, VCSOs and our local GP Federation (and/ or any other entities as appropriate)

RESPONSIBILITY LEVEL:

This role will support the strategic options approved by PCN Business Manager, Practice Managers, Clinical Director, or the PCN Board as appropriate. The postholder will be expected to support the drive change to improve effectiveness, delivery of the Primary Care DES specification and efficacy in all PCN areas.

MAIN DUTIES AND RESPONSIBILITIES:

Being responsible for the timely return of all network information, reporting and statistics as required locally or nationally.

Collection and analysis of practice activity information relevant to the network and the reporting of this to the PCN Governance Committee and external bodies as appropriate, including the monitoring of the Investment and Impact Fund (IIF).

Liaising with practices to ensure that, as necessary, all managers and clinicians are aware of administrative and clinical requirements of PCN legislation and guidance.

Scheduling, administration, attendance, and coordinating the minuting of PCN meetings.

Supporting the implementing all ARRS staff requirements.

Managing, motivating, and developing all staff employed to work at PCN level. All standard HR functions (clinical direction excepted).

Operational and project management of all identified or directed PCN level projects or projects that benefit all PCN practices.

Utilise the economies of scale to maximise practice resources and to reduce practice workload and duplication.

Stakeholder liaison internally and externally to the PCN making and building relationships as required. (See key working relationships below.)

Corporate governance (including but not limited to Employment, Health & Safety, Company Laws, GDPR/FOI, Corporate reporting, PAYE, VAT, and income taxes, NHS Pensions, or other pension options).

KEY BUSINESS PLANNING AND PROJECT MANAGEMENT

To work with the direction of the PCN Management Team, whilst engaging with key stakeholders to support the development and presentation of PCN business plans according to local priorities and requirements of the PCN DES.

To provide a project management function for the PCN Management team, monitoring delivery of change and development plans and flagging progress and risks.

To apply and deliver suitable project management tools to these activities as required. Including but not limited to effective record keeping, suitable reporting, maintenance of project risk registers, convening working groups, maintenance of action plans/action trackers etc.

GENERAL DUTIES

To participate in supervision and appraisal processes. To receive constructive feedback and support.

To undertake all relevant essential training as required.

The postholder will ensure participation in their own agreed Personal Development Plan and will progress the development of their own skills and competencies according to this.
