About the role
The Programme Manager for Workforce and Training will deliver programmes for Islington Training
Hub, with specific responsibility for the development and management of training and workforce activity that drives partnership work. This post is an exciting opportunity for an individual to develop their leadership and programme management skills.
The role will also be responsible for leading on the development of recruitment and supply pathways to help primary and community care teams address their workforce needs. The post-holder will work closely with stakeholders from across Islingtons Borough Partnership (ICP) and North Central London
Integrated Care System (ICS), including North Central London Training Hub, and primary care organisations to support the operational delivery of projects that aim to enhance workforce retention and skill development to respond to population health needs.
The post-holder will have experience in project management, supporting training needs, leadership, as well as working with a wide range of stakeholders. The role is ideally suited to someone that is organised, motivated, a good communicator and can work to tight deadlines.
The Programme Manager for Workforce and Training will report to the Training, Workforce and Development Lead, with accountability to Islington Training Hub Clinical Lead.

Main duties of the job
The post-holder will be responsible for following activity on behalf of Islington Training Hub:
- Have specific responsibility and leadership for the delivery of: o Workforce supply and transformation programmes that support individuals into health and care roles (e.g., placements, apprenticeships, induction initiatives and work-based training programmes). This will require close partnership working with a range of stakeholders across different sectors.
- Review of employment models for North Central London boroughs across primary care to support workforce retention. This will require collaborative working with borough Training Hubs across North Central London and North Central London Training Hub PMO.
- Programme manage Islington Training Hubs leadership offer. This includes scoping portfolio projects to align with borough and system priorities, and enhance the existing leadership offer to include partner organisations.
- Provide day-to-day support to drive delivery of Islington Training Hubs current and planned programme of work.
- Build effective working relationships with key partners to support collaborative working across Islington Training Hub programme areas using excellent interpersonal skills.
- Attend and support relevant meetings as appropriate for the role. This includes preparing agendas, meeting papers, membership, minute taking and actions.
- Provide regular project updates to inform progress on Islington Training Hub projects and programmes. This includes drafting and delivery of reports, presentations and evaluating performance to understand workforce needs.
- Write clear and high-quality communication pieces for different platforms. This will include interpreting guidance and other programme resources for wider use across different stakeholders.
- Develop and regularly update programme budgets and forecasts.
- Deputise for the Training and Workforce Development Lead at borough, ICS and regional meetings as required.
Skills and Experience:
- Experience in leading and managing workforce programmes focused on workforce recruitment retention or related initiatives.
- Ability to manage and grow effective stakeholder relationships with diverse organisations and partners.
- Good understanding of local population and workforce needs, particularly within primary and community care sectors.
- Excellent project management skills and time management.
- Exceptional communication and interpersonal skills to engage stakeholders and advocate for programme goals that support delivery.

About Islington GP FederationIslington GP Federation (IGPF) is a growing organisation representing 31 practices; we have established ourselves as a leader in new ways of working, including running Islingtons extended access primary care services (I:HUB) as well as supporting the Islington Primary Care Networks(PCNs).
Our current range of services includes I:HUB, Community Ear, Nose, and Throat (ENT), IntegratedCommunity Gynaecology, practice-based pharmacists and a range of practice support mechanisms.
IGPF works very closely with a range of partners including the regional commissioning group, NHS England, Healthy London Partnership, Public Health, local hospitals such as UCLH, Whittington Health and the London Borough of Islington.
IGPF is the host organisation for most of the Primary Care Network (PCN) workforce and the IslingtonTraining Hub, and has been working for over two years to create training and development programmes that meet the needs of staff working in primary and community care settings.
