Job summary

Islington GP Federation (IGPF) is leading on the recruitment of an exciting opportunity as Head of Programmes for North Central London (NCL) General Practice Provider Alliance (GPPA).

From July 2022 integrated care boards have been established to replace Clinical Commissioning Groups. One way that general practice in NCL has a voice in the new system is via a new alliance, the GPPA. The alliance helps general practice to have a unified provider voice to strategically lead, influence and enable primary care provision across NCL, and to provide the best possible services for communities.

The Head of Programmes for NCL GPPA will establish and develop strong and effective working relationships across the primary care provider landscape in NCL, along with the ability to effectively support the delivery of highly complex projects, through the application of structured programme management processes and interventions.

Key working relationships for the role will be: The GPPA Board, Primary Care Providers including Federations, Primary Care Networks, Practices, NHS 111, NHS Trusts, the Local Medical Committee and wider stakeholders across NCL.

IGPF is recruiting into this key role as a fixed term opportunity until the end of March 2023, with the possibility of further extension.

Main duties of the job

Programme Management

Provide strategic and operational leadership to the development and design of transformational programmes on behalf of the Chair and Managing Director;

Co-ordinate a complex range of projects and continuous improvement activities to support the Chair and Managing Director deliver improved patient experience, quality and efficiency;

Contributing to the delivery of the strategic objectives and priorities set out in the GPPA’s current workplan and identification of local opportunities to deliver objectives;

Play a key role in the promotion of service improvement and project methodology and contribute to a growing culture of continuous improvement on transformational plans;

Provide the Chair and Managing Director with expert project management skills that will enable achievement of the North Central London Integrated Care System (NCL ICS) overall aims and objectives;

To work closely with the Integrated Care Board supporting the development of regular contract monitoring reports on behalf of the Managing Director;

To lead and be responsible for the development of complex transformational plans, and undertake special projects, as directed by the Managing Director;

Act on behalf of the Chair and Managing Director in managing specific, complex and confidential issues;

Communications and representation

· Represent the Chair and Managing Director in interactions with internal and external stakeholders, providing senior management resource and accountability.

· On behalf of the Managing Director ensure a high standard of corporate communications and public relations is maintained.

Business Management Support

· Work flexibly with excellent prioritisation skills to ensure the business of the Managing Director is managed effectively to meet key deadlines;

· Provide business management advice and support to the Managing Director, including budget management, administrative team management and event planning;

· Lead on the provision of robust Emergency Preparedness, Resilience and Response (EPPR) strategy and Business Continuity Management Plans in order to effectively manage Major Incidents;

· Lead on the provision of effective business support across the GPPA, interfacing with staff across primary care providers and the Integrated Care Board that have a responsibility to deliver activities within your remit.

Staff Management

· Provide high quality and supportive line management to staff within their remit in the GPPA, creating a sense of clear vision and purpose across the team;

· Work in a matrix management style and to foster close working relations with other managers within primary care providers;

· Line manage the GPPA Business Support Manager.

Other Support

· Provide early warning to the Managing Director of any areas of concern within the business and provide supporting information necessary to support decision making and action.

· Research information as required by the Managing Director across a wide range of topics and sources, building a library of information and contacts.

· Develop systems and processes to log, cascade and monitor delivery of business, with systems to support the performance management processes.
