Job summary
Humberside LMCs are seeking to recruit a Primary Care Support Manager to join their team.
Our ideal candidate is an aspiring general
practice manager with first-hand experience of general practice, the challenges
and rewards this can bring. We would
also consider applications from candidates who consider they have similar
strengths and skills in an equivalent setting.
This is a grant funded, temporary post
and to meet the needs of the LMC, this would ideally be up to 37.5 hours per week
worked across five days, although we would consider applications from those who
wish to work on a part time basis. We
are happy to discuss a suitable working pattern with the successful candidate.

Main duties of the job
Working as part of the LMCs' Primary Care Support Team, and responsible to the Primary Care Support Lead, the purpose of this role is to plan and lead the delivery of the LMC Wellbeing Strategy. This delivery is against specific
project plans for NHSEI funded wellbeing projects. This role will also involve managing finance and staff, and leading on external communications.

The
Humberside Group of Local Medical Committees Ltd (Humberside LMCs) is one of a
unique group of organisations that exist across the country to represent and
support GPs. We cover a wide
geographical area that includes Hull, East Yorkshire, North Lincolnshire and
North East Lincolnshire.
The work we
do includes:
- Advising GPs and their practices about NHS
Regulations and medico-political issues
- Liaising and negotiating with other health
bodies to represent the views and interests of GPs
- Supporting GPs experiencing problems
- Sharing information and good practice
- Organising workshops and events on subjects
relevant to GPs and their practice staff
- Raising the profile of GPs and highlighting
their role and achievements
LMCs are
representative organisations. This means
that we have a membership of GPs elected by their peers to represent them. Our members are grouped together into two
separate LMCs that meet regularly to discuss issues relevant to primary
care. These are:
- North & North East Lincolnshire LMC
- Hull & East Yorkshire LMC
We have a small staff team, known as
the Secretariat, which does the day-to-day work of the organisation.

Primary Duties and Responsibilities
Service Delivery and Development
- Be responsible for leading the delivery of primary care support projects to budget, quality and timescale requirements agreed with NHSEI and the Wellbeing Lead
- Design a communications strategy and deliver communication to ensure that projects undertaken are fully promoted through all available media.
- Manage primary care support budgets.
- Manage primary care support team members.
- Provide written reports of progress against support project milestones and financial performance to a wide range of audiences, including to NHSE, ICS leaders and at evening Committee Meeting or Board Meetings if requested to do so.
- Lead projects, direct and monitor staff and external resources to deliver against the requirements of the LMC’s Wellbeing Strategy
- Support the Senior Management Team in the development of new business and service development opportunities
- Suggest and carry out research and present findings
- Produce information and reports on activities undertaken by the LMC for partners and funders
- Manage projects from start to finish, taking responsibility for all key elements from planning through to delivery and outcomes monitoring
- Proactively support the Primary Care Support Lead and Senior Management Team in responding to a wide range of GP and Practice Manager questions and requests for support and/or information relating to resilience matters
- Show initiative and seek to take an active role in the broad range of the LMC’s activities
Financial Management
- Plan and track spending on support activity and prepare regular formal reports to the Primary Care Support Lead and/or the Chief Executive
- Ensure invoices are issued in a timely manner
- Ensure payments are tracked, recorded and chased as necessary
- Check invoices received and ensure they are processed for payment in a timely manner
Events and Meetings
- Lead on generation of ideas for Primary Care support and follow these through to delivery
- Source venues, make bookings and other necessary arrangements for meetings and events
- Plan and promote LMC events
- Ensure event bookings are processed using the available software
- Prepare agendas and meeting papers
- Organise meetings and take effective minutes of all Support Meetings, Practice Managers Reference Group and other meetings as required and co-ordinate their distribution
- Ensure actions from meetings are passed on to the relevant person to ensure that they are appropriately progressed
Relationships with Other Organisations
- Actively promote the LMC by building and maintaining relationships with other organisations
- Work closely with NHS England and Humber Coast and Vale ICS to deliver the specific requirements of the GP and Practice Manager resilience Memorandum of Understanding
- Work with other LMCs to deliver resilience support across the Humber Coast and Vale ICS
- Attend meetings and events to represent the LMC and our GP constituents
- Liaise with other agencies in relation to a wide range of issues, ensuring good communication and an effective LMC response

Office Administration
- Provide or oversee the provision of the full range of administrative support to the Secretariat including the Senior Management Team
- Assist with the development and maintenance of the LMC website
- Set up and maintain appropriate business, administrative and information systems
- Ensure that visitors are appropriately welcomed, and arrangements made for refreshments/catering as and when required
- Use IT software to prepare reports, emails and documents
- Effectively maintain and utilise the LMC’s IT systems to facilitate effective record keeping and information sharing
- Respond to or triage specific GP and practice manager support enquiries by email and telephone

- Continually develop and maintain a knowledge of general practice through research, learning from colleagues and keeping up to date with publications and sector news
