Job summary

Following the Derby and Derbyshire ICB staff restructure a unique and important senior role has been created within the Pharmacy Directorate Team, which is part of the Medical Directorate. This role carries a diverse portfolio and you will be providing leadership to an experienced, re-designed, Pharmacy Team into our next chapter as an ICB working with the wider healthcare system to integrate pharmacy and medicines optimisation.

We are seeking an experienced and talented Pharmacist with significant leadership experience including managing teams, strategic development, financial management, building and maintaining stakeholder networks.

You will support the ICB Chief Pharmacy Officer and the work of the Medical Directorate in delivering high quality, safe and effective care across care pathways within Joined Up Care Derbyshire whilst delivering Pharmaceutical Population Health Management. This will require knowledge, skills and experience to:

o Lead the strategic development of medicines management and pharmaceutical services to meet the objectives of the Integrated Care Board and system IPMO Board

o Carry responsibility for the management and operation of the Pharmacy Directorate Team

o To act as a Deputy/Associate Director Lead within the developing local commissioning architecture across Derbyshire

Main duties of the job

Main duties include:

  • The postholder will be responsible for a broad range of complex disciplines requiring advanced specialist knowledge and experience. To use specialist and professional knowledge to synthesise, evaluate and define pharmacy and medicines policies and strategy;
  • Responsible for the ICB Pharmacy Directorate Team. Includes Pharmacy; Commissioning, Outcomes, Derbyshire Prescription Service, Governance, Implementation, Integration, Pathways, Performance, Policy, Productivity, Strategy and Pharmacy at Place team;

    o Have delegated authority from the ICB Chief Pharmacy Officer for pharmacy professional duties. Working with the Chief Pharmacy Officer ensure that the ICB is fit for purpose with the relevant statutory Pharmaceutical Acts and Directions, and NHS Constitution for medicines and pharmacy decision making;

    o To define and co-ordinate the ICB strategy to improve the quality and cost-effectiveness of medicines management and prescribing for primary care and across the wider health economy;

    o Lead on interpreting national guidance and legal documents on behalf of the ICB and developing and overseeing implementation of policies for the organisation which ensure ICB compliance with guidance/law. This will include advising on implementation in GP practices and other services commissioned by the ICB;

Job responsibilities

Oversee the strategy and service development to integrate clinical community pharmacy services. Ensure professional advice across directorates and the East Midlands Pharmacy Contractor Team on the community pharmacy delegated functions;

Oversee the ICB clinical decision making committees with respect to pharmacy and medicines e.g. JAPC and the Derbyshire Prescribing Group/IMOC, and ensure they are fit for purpose;

Oversight of prescribing budget allocations, ensuring financial control for medicines expenditure against commissioned providers including primary care;

Drive reform to pharmacy and medicines pathway redesign and service transformation across the ICS. Seek to promote pharmaceutical public/population health and equity of provision to preventative medicine improving health outcomes;

Delegated responsibility for duties relevant to the ICB Medicines Safety Officer and Senior responsible Officer for controlled drugs governance and ensure duties are discharged;

Delegated professional responsibility for quality assurance, risk management and other clinical governance matters relating to Pharmacy and medicines management for designated strategic areas, localities, practices across Derbyshire. Provide input to ICB commissioned provider contracts, contractor core and enhanced services, and quality standards relevant to medicines;

Deputise and support the ICB Chief Pharmacy Officer on ICB and systems leadership for Integrated Pharmacy & Medicines Optimisation (IPMO) working with system Chief Pharmacists and Pharmacy Leads to develop the IPMO strategy. This will include governance on prescribing, medicines spend, key national policies such as anti-microbial resistance and overprescribing, research, technical services and, education and training;

Collaborate with other Health and Care professionals to support system clinical strategy and leadership principles. Provide leadership to widen healthcare decision making through engagement of the wider healthcare workforce, leading to quality improvements;

Delegated responsible officer oversight for Antimicrobial Resistance strategies and delivery assurance;

To deputise for the ICB Chief Pharmacy Officer at regional/national/ international levels on issues in relation to pharmacy and medicines;

Lead on professional matters relevant to the Pharmacy Team workforce employed within the ICB and delegated leadership for the pharmacy, medicines commissioning and supply, workforce in delivery of the ICB and system objectives;
