Job summary

An exciting opportunity has arisen for an ICS Chief Pharmacist, which is a key senior role with responsibility for all aspects of pharmacy leadership, medicines optimisation, as well as the clinical and strategic development of pharmacy professional services.

We are seeking an exceptional leader, who is a registered pharmacist with excellent interpersonal and influencing skills. You will have a proven track record of motivating, inspiring and developing teams, leading the continual improvement of Pharmacy and Medicines Optimisation services.

Main duties of the job

Reporting to the ICB Executive Director of Place and professionally accountable to the ICB Chief Medical Officer and to the NHSE London Regional Chief Pharmacist you will provide expert clinical, professional and technical advice to the board and direction for the delivery of comprehensive pharmaceutical services to patients and staff across our ICS. You will lead on the development of pharmacy practice and an integrated, flexible pharmacy workforce across North Central London.

Job description

Job responsibilities

  • Provide expert strategic and operational advice to the ICB and wider ICS partners on all matters relating to pharmacy and medicines (professional, clinical and programme) in accordance with national and regional policy, including the changing opportunities for pharmacy and medicines roles and responsibilities.
  • In liaison with the Executive Director of Place and Chief Medical Officer shape and influence the ICS understanding of medicines optimisation and pharmacy, including the commitment to resourcing at system/ place/ neighbourhood, and which speaks to shared objectives around population health and integration (e.g. tackling inequalities in access to medicines and pharmacist support, championing multi agency and multi-disciplinary/ professional working across the system, developing cross system clinical pathways).
  • Responsible for ensuring all practice relating to medicines optimisation and pharmacy services throughout NCL ICS complies with the current legislative framework and, where practice is found to be non-compliant, this is addressed through the relevant processes.
  • Provide leadership for any delegated and/ or transferred commissioning responsibilities, including for community pharmacy, high cost drugs etc.
  • Leadership and oversight of the ICBs Medicines Optimisation function, and accountable for the development, efficacy and operating model of the three pillars of the team - Medicines Planning and Operations, Medicines Quality and Improvement, Medicines Strategy and Programmes - the clinical safety of the function as a whole and development of our commissioning role around community pharmacy.
  • Responsible for the ICB medicines and pharmacy allocations and commissioning, ensuring services are centred around the patient are safe, modern and are delivered by competent staff within agreed budgets.
  • Deliver a comprehensive integrated pharmacy service and governance structures to ensure that all of the ICBs activities are underpinned by a strong culture of high quality care and patient safety.
  • To lead on and support the Executive to manage stakeholders in this space, including to directly represent or deputise at regional/ national/ international levels on issues in relation to pharmacy and medicines. Ensuring there is effective communication, engagement and partnership with relevant stakeholder groups; acting as a spokesperson whilst also ensuring other key individuals are effectively briefed and able to act as spokespeople.
  • Provide advice and direction to public health teams within the system to ensure pharmacy teams, including the community pharmacy network are best placed to help deliver the public health strategy.

  • Proven Director level experience (working with Executive and Board Directors) of leading and delivering complex change (including cultural) and strategy development programmes in a politically sensitive and complex environment.
  • Substantial experience of convening multiple stakeholders; and through successful relationship building, networking and partnership working create and deliver a compelling vision for the future.
