Job summary

The Head of Finance and contracts is a new role within Complex Care. The successful applicant will be highly motivated, driven to make a significant contribution to the development of services across NCL, and see's this role as a opportunity to further their career in financial management

Main duties of the job

Purpose of role

As a senior member of the Complex Care leadership team, provide financial leadership across complex care to ensure we have clear line of sight on patients with complex needs, understanding the financial implications and activity trends

Lead negotiations with Care providers and Local Authorities regarding all types of financial transactions

Provide a range of financial advice and input to a range of strategic developments, commissioning and business decisions

Work with commissioning colleagues to ensure we deliver financial balance and CIP / SEP requirements

Job responsibilities

Key duties of the role

  • Provide leadership on the finance and contracting elements of complex Care, ensuring full governance and clear audit compliance are maintained
  • Manage the annual contracting and uplift cycle ensuring compliance and best VFM
  • Drive fairness and equality in placement pricing, and contribute to modelling a sustainable NCL care market for the future
  • Provide financial expertise and support to business cases and plans across complex care
  • Develop detailed financial reports, including forecasting and trend
  • Ensure all financial practices across complex care are compliant with regulation and financial standards
  • Ensure invoices are paid within NHS agreed timelines, leading any recovery plans as required
  • Provide financial leadership to the CIP plans, working with the Head of Transformation & Efficiency
  • Investigate financial performance discrepancies and anomalies, including the development and implementation of any associated recovery plans
  • Lead on the use of technology to ensure financial and contracting elements of complex care are as efficient as possible.
  • Lead the annual inflation / uplift programme including recommendations to EMT
  • Lead on the negotiation of contracts, in a commercially focused and competitive manner, ensuring VFM is achieved
