Job summary

The Chief Nursing Officer has executive responsibility for the ICB's role in oversight assurance and improvement of health care quality across NCL on behalf of NHS England (NHSE)

as set out in the NHSE National Quality Board guidance for ICBs. In NCL we have established a vision for quality underpinned by a quadruple aim which will be delivered through our integrated approach to leadership and system oversight of quality and safety across all providers (NHS, independent and primary care) as set out in the NHS System Oversight Framework (SOF) and oversight and improvement of quality and safety outcomes as part of the delivery of the ICB population health and integration strategy.

The post will be recruited to for a one year period and it is intended that colleagues from organisations across NCL would consider this post as a development opportunity as part of their career journey and as a part time role, it might be taken alongside another role.

Main duties of the job

The Clinical Director for Quality and Clinical Standards supported by the Quality and Clinical Standards team will lead the development and delivery of an agreed work program and the

management of the team delivery but will also work across the system to lead programmes of quality improvement and oversight in a specified range of ares.

These will include:

  • Infection prevention and control.
  • Children and young people's service (working closely with the lead for maternity care).
  • Specialised services.
  • Primary care - including general practice and community pharmacy, dentistry,and optometry.
  • Workforce safeguards and assurance mechanisms ensuring that workforce is recognised as a key quality measure and factor in the safe delivery of care.
  • Development of triangulated quality measures across providers and wider system and the delivery of improvement activity based on themes and risks.

The post holder will share corporate responsibility for policy, strategy and decision making as well as providing local leadership on quality, nursing, and clinical services. This includes supporting the development of a patient safety culture and being a patient safety champion for the ICB.

The post holder will work collaboratively with partners across Health and Social Care, including Primary Care colleagues, NHS England, Local Authority and Specialised Commissioners, to support Quality Improvement methodologies to facilitate innovation in the delivery of efficient and effective health services.
