Job summary
This is a fantastic opportunity to join the new Clinical & Care Leadership team within NCL ICB led by the Chief Medical Officer. Working closely with the CMO, Chief Nursing Officer (CNO), ICB borough Directors of Integration & other partners, you will oversee the provision of high-quality clinical & professional leadership at place level & hold responsibility for locally translating & delivering the NCL population health improvement strategy. At the same time, you will play an influential role as part of a system-level community of practice - sharing innovation, driving pan-NCL clinical priorities & conversations & tackling unwarranted variation & inequalities.
We are looking to recruit to 5 Clinical & Care Directors, one within each NCL Borough. The postholders will work collaboratively to strengthen clinical & professional collaboration across system, place, & neighbourhood & tackle existing and new borough priorities.
We are seeking people who can demonstrate a deep knowledge & understanding of the health challenges & priorities faced at borough level, as well as an understanding of local communities & the health & care landscape. You will be passionate about, & have experience of, systems leadership, quality improvement, & delivering through collaboration.
Main duties of the job
Whilst the postholder will be required to work 2 days/4 sessions per week, applications will be considered from individuals who can commit to less than this, and this should be specified at the start of the supporting statement section within the application form for consideration by the panel.
The Clinical and Care Directors - Place in each borough will play a pivotal role in ongoing development of our Borough Partnerships which have been established at place level to take a 'helicopter view' of the health and wellbeing of the local population at Place and Neighbourhood level. They have developed an initial set of immediate cross-cutting priorities including:
- Vaccination and Immunisation (children, flu, Covid-19)
- Integrated mental health and wellbeing
- Integrated Paediatric services & the wellbeing of children, young people and families
- Access, crisis & discharge services
- Neighbourhoods
- Digital inclusion
- Tackling inequalities (e.g., through NCL's Inequalities Fund)
- Social isolation
- Joining up health and care workforce development & jobs for local people
Each of the five boroughs within NCL have also identified a series of local priorities related to their population needs. The Clinical and Care Director for each borough will be expected to work closely with colleagues in their borough partnership and the wider system to deliver against them to improve health outcomes.
About us
On 1 July 2022, NHS North Central London Integrated Care Board (NCL ICB) was established. NCL ICB is part of North Central London Integrated Care System (ICS). The ICS is a partnership of organisations that have come together to plan and deliver joined up health and care services to improve the lives of people in our five boroughs: Barnet, Camden, Enfield, Haringey and Islington.
ICBs are statutory NHS bodies responsible for planning and allocating resources to meet the four core purposes of ICSs:
- Improve outcomes in population health and healthcare
- Tackle inequalities in outcomes, experience and access
- Enhance productivity and value for money
- Help the NHS support broader social and economic development.
North Central London's population is incredibly diverse and continues to grow and change. This brings pressure and challenges for the local health and care services that NCL ICB commissions - or buys - on behalf of residents. NCL ICB works closely with local councils, providers, general practices and primary care, voluntary and community organisations, and unions, to achieve our shared aims.
