Job summary

The Research & Innovation Lead is responsible for ensuring that the integrated care system (ICS) delivers optimal impact against the four key objectives of the ICS within the financial resource available with respect to research and innovation.

Main duties of the job

The four key objectives of the ICS are: -

1. To improve outcomes in population health and health care

2. To tackle inequalities in outcomes, experience, and access

3. To enhance productivity and value for money

4. To help the NHS support broader economic and social development

The Research & Innovation Lead will be required to ensure that the integrated care board (ICB) meets the legislated duties of BSW ICB to facilitate and promote research and innovation, working in collaboration with all system partners, researchers, innovators, academic institutions, funding bodies, research and innovation bodies, commercial bodies, the BSW population and more, as required by the role.

All ICS senior roles contribute to the ICS objectives through:

Setting strategy and delivering long-term transformation

Building trusted relationships with partners and communities

Driving high quality, sustainable outcomes

Providing robust governance and assurance

Creating a compassionate and inclusive culture

The post holder will work with all partners to develop a system-wide vision for research and innovation through comprehensive engagement, to help research and innovation deliver maximum value and outcomes for the local population.

About us

Currently the organisation adopts a hybrid approach to working, with colleagues based both at home and in the office. The ICB hosts a number of offices across the BSW region.

For this role, the post holder will be required to travel throughout large parts of BSW and flexible working is sometimes required.

Key Duties and Responsibilities

Accountability for long-term strategic research and innovation planning; leading cocreating a system research strategy; leading on research programmes of work; and business and planning; and developing plans in accordance with national and corporate policy and best practice Accountability for research and innovation budget management and setting; financial planning and forecasting and oversight; and contract finance in compliance with ICB Standing Orders and Standing Financial Instructions. Managing multiple grant portfolios in relation to research and innovation, from horizon scanning, readiness, stakeholder engagement, applications, managing, performance and reporting. Lead on day-to-day innovation and research relationships with: the University of Bath, University of Bath Spa and other academic institutions; other research institutes; pharma, medtech and biotech; primary care colleagues; NIHR-RDN; ARC-West, HIN and the wider research community; and growing the research and innovation endeavour Interpreting and acting on emerging national research and innovation policy and strategy to inform the local system Implementing research policy for ICB and to ensure ICB legal duties are met including communication with specialists and non-specialists. Foster links between primary care, ICB, academia and all system partners. Report through the Programme Director or Chief Medical Officer and, where required, the Board. Accountability for hosted National Institute of Health and Care Research grants and for sustaining and increasing local research capacity and capability through NIHR funding. Lead on research and innovation collaborations and creating a thriving environment for research in BSW Overall accountability for research and innovation information system operations being fit for purpose. Provide credible knowledgeable and influential leadership for research and innovation; draft strategic reports and briefings on all aspects of research and be able to influence policy development at local, regional and national level Lead on research and innovation communications and raise the profile of research and innovation so that the main messages and key reports are widely communicated to reach a broad audience Operate in a highly political and sensitive environment on the interface between the NHS, health and care providers, commercial, academia and the NIHR Persuade, influence, and negotiate with local and national stakeholders to support primary care research and innovation Deputise for the Head of Directorate Operations where appropriate Contribute to other initiatives as required commensurate with the role.
