Humber and North Yorkshire ICB is seeking to recruit a Programme Director to support the delivery of an ambitious Urgent and Emergency Care Programme working to improve urgent care pathways and patient experience across all health and care sectors. The post holder via a matrix delivery model, will lead and deliver a system urgent and emergency care transformation programme, working alongside ICB, Place and Collaborative leaders and wider health and care teams.

Main duties of the job

This is an exciting opportunity to play a key role in leading the work, supporting transformational change, working in collaboration with all system partners.

The post holder will report to the MD of the Humber and North Yorkshire Acute Collaborative and be accountable to the Programme SRO.

About us

NHS Humber and North Yorkshire Integrated Care Board (ICB) is responsible for planning and arranging the provision of NHS services to meet the diverse health needs of a population of 1.7 million people. Our area reaches over 1,500 square miles and includes the cities of Hull and York and the large rural areas across East Yorkshire, North Yorkshire and Northern Lincolnshire.

The ICB is part of the Humber and North Yorkshire Health and Care Partnership, one of 42 Integrated Care Systems (ICS) across England to meet health and care needs, coordinate services and plan in a way that improves population health and reduces inequality between groups. The Health and Care Partnership comprises of NHS organisations, local councils, health and care providers and voluntary, community and social enterprise (VCSE) organisations.

Job Banding is indicative

As Programme Director of the Humber and North Yorkshire Urgent and Emergency Care Programme you will manage the day to day programme deliverables. The post holder will utilise best practice programme management and implementation methodologies that will govern the delivery of the programme. The post holder will identify and mitigate significant strategic and operational risks to the

delivery of the programme and will work proactively and collaboratively with all stakeholders.

The post holder will manage the overall scope, objectives and priorities for the programme dynamically as requirements evolve and manage key interdependencies and manage stakeholder involvement and buy in to the programme and its benefits. The post holder will manage the resolution of any major business risks and issues that may impact the delivery of the programme.

The post holder will ensure that the programme is delivered to a high quality standard and positively

impacts delivery of health care as well as inspiring ICS staff, modelling ICS leadership behaviours.

Lead the work of the Programme and have the ability to drive strategic, system wide transformation and business change in order to ensure benefits are realised.

Work collaboratively across Humber and North Yorkshire to build high levels of support from stakeholders delivering Urgent and Emergency Care and to ensure that plans to deliver required improvements in performance against national standards and targets are developed and implemented.

Be responsible for the day to day management of the Programmes business functions including transformation, delivery, performance management and successful management of the team.

Be accountable for developing and prioritising the work programmes to deliver the ambitions set out national urgent and urgent care strategies. Be responsible for understanding the operational nature of the delivery plans so that they can be implemented effectively.

Be accountable for providing programme management expertise and maintaining / delivering rigour into processes to ensure the Programme portfolio is governed effectively.

Provide comprehensive updates to Programme Boards and leadership forums on a regular basis, with recommendations for action where necessary. Be the Urgent and Emergency Care lead in relation to liaison with the national and regional teams and liaise positively with local and neighbouring Provider Alliances.

Lead local assurance processes with regional and national teams.

Support the Urgent and Emergency Care clinical lead (s) in delivering clinical engagement and buy in across Humber and North Yorkshire.

Essential

  • Educated to Masters level or equivalent experience
  • An understanding and knowledge of the workings of the NHS, the challenges it faces and of the reform agenda
  • Deep understanding of the NHS policy and context in relation to UEC services.
  • Extensive specialist knowledge of managing/delivering UEC services
  • Specialist knowledge of designing and delivering programmes and in doing so working across organisational boundaries and with multi professional teams
  • Specialist knowledge of staff management
  • Specialist knowledge of business and strategic planning

Desirable

  • MSP practitioner qualification / Qualified Prince 2 practitioner
  • Management qualification

Experience

  • Experience of working within UEC either as a clinician or in a management capacity
  • Experience and expertise of cross agency working across multiple sectors, such as NHS organisations, Local Authorities and third sector
  • Experience and expertise of working with clinical networks across large NHS geographies
