Job summary
We are embarking on an
exciting journey to establish a ground-breaking regional collaboration on
tobacco control. Backed by strong commitment from the Integrated Care Board and
our local Directors of Public Health, this collaboration the Centre for
Excellence in Tobacco Control aims to tackle the single largest preventable
cause of disease and early death in our population. With some areas of the HNY region
having the highest smoking rates in the country, the opportunities to save lives
and reduce inequalities are huge.
As the key leadership role in
this programme, the Associate Director of the Centre will provide strategic oversight
for comprehensive tobacco control across a population of 1.7m people. Working
independently, you will lead on development, delivery, and evaluation of the whole
programme, while effectively managing a small team. You will be the primary
point of contact for decision makers and the media and will act as a strong
advocate for action on tobacco control.
Main duties of the job
The successful candidate will:
Deliver high quality strategic leadership,
including programme development, delivery, and evaluation.
Act as a lead specialist and primary contact
for tobacco control in the ICS.
Have excellent communication skills, acting as
a media spokesperson and a strong advocate for tobacco control.
Lead on policy setting for the programme,
building consensus amongst partners.
Have responsibility for the programme budget.
Effectively manage a small team.
Form and maintain networks across the system,
supporting the local system to share learning and improve services.
Commission, and provide specialist input into,
mass media campaigns aimed at population-level behaviour change.
Develop and oversee a programme to tackle
illicit tobacco.
Work with academic partners to embed research
and evaluation
Oversee the
implementation of specific programmes, for instance embedding smoking cessation
into the Lung Health Check programme or introduction of smoking in pregnancy
incentives

The
Humber and North Yorkshire Centre of Excellence for Tobacco Control was
launched in February 2023. The programme is designed to be a national leader

reducing the harms from tobacco. The programme will include mass media
campaigns, activity to tackle illicit tobacco, and advocating for national
action on tobacco control.
As
programme lead, the post holder will be responsible for strategic leadership
of this new programme of tobacco control, working across the Humber and North
Yorkshire Integrated Care System. They will work autonomously, leading on the
development, delivery, and evaluation of the programme. They will be
responsible for management of the programme team and budget. The post-holder
will additionally work as a media spokesperson, acting as the main point of
contact for decision-makers and advocating for wider action on tobacco
control. The post holder therefore must have the ability to act as a strong
advocate and be skilled in working with the media.
The
post-holder will be required to develop high levels of expertise in tobacco
control and have in-depth awareness of tobacco policies and wider issues
impacting on smoking. As time
goes on, it is likely they will develop a national reputation for regional
leadership in Tobacco Control. They will have excellent project management
and influencing skills, with the ability to motivate, support, and challenge
colleagues across the Humber and North Yorkshire Integrated Care Partnership.
They will be experienced in developing and running a comprehensive public
health programme and have in-depth understanding of the public health
environment and experience of working with a range of partners across public
health systems. They will be
required to form and maintain effective working relationships with partners
across Humber and North Yorkshire integrated care system, in particular the
local Directors of Public health, as well as more widely in Yorkshire and the
Humber and nationally. Ideally, the successful candidate will also
have experience in mass media public health campaigns aimed at behaviour
change.
