recruit an Assistant Director to lead high-quality commissioning across the full
range of health and care services - this portfolio includes work across North
East Lincolnshire Council and HNY ICB NEL place team covering a portfolio that
includes support at home, supported living, residential care, adult mental
health, learning disabilities, and preventative adult social care services.
Main duties of the job
North
East Lincolnshire has a long and established history of integration. You will lead a team designed to improve
outcomes across a wide range of health and social care services. This will include commissioning, contracting
and leading service improvement. This will be a dynamic and rewarding role,
where no two days are the same and which has huge opportunity to make a
difference for North East Lincolnshire residents. The
post-holder will lead by example in supporting and inspiring your team to be
visible, evidence-based, relational, and high-quality commissioners and will
be well-supported in turn by collaborative and supportive senior leaders of
which the post holder will be a part of. You will have a significant role in
building strategic partnerships and collaboration across local authorities and
health services, and in strengthening our strategic commissioned offer with provider
partners.
We are looking for an experienced and committed
commissioning leader, who is innovative, energetic, and ambitious for our
residents, staff and services. You will be politically adept, a skilled
communicator, and will have a strong track record of delivery in a political
organisation. You will have a strong knowledge of the legislative and policy
context, be comfortable navigating complexity, and supporting others to effect
positive change.

take lead responsibility working with the North East Lincolnshire (NEL) Place Director (PD)
and Director of Adult Social Services (DASS) to support HYN ICB and NEL Council
to meet its full place based commissioning responsibilities (across all
services commissioned at Place)

North East Lincolnshire Senior Leader team; working closely with other staff across Place partner organisations in
particular, NEL Council, Social Care, Clinical Leads, and wider ICB to ensure that they are supporting the development and delivery
of the ICB Joint Forward Plan, NEL Place
Plan and NEL Council Plan.
lead the development and delivery the Adult Social
Care NEL Place and NEL Council strategic and annual plans
work in partnership with Place colleagues, North
East Lincolnshire Council and wider ICB to support strategic commissioning for
North East Lincolnshires population, taking lead responsibility across the
footprints as agreed on behalf of all partners, including but not limited to:
support at home, supported living, residential and nursing homes, community inc
Learning Disabilities and Mental Health.
Lead the development and delivery of the NEL
Adult Social Care Place operational/commissioning plan, including progress and
dashboard reporting and risk management.
Budget holder for Health and Adult Social Care
commissioning budgets including large multi-stranded financial contracts for
NHS and Social Care services including: Care at Home, Supported Living,
Residential and Nursing Care Homes, community, and mental health services.
Ensure that health and social care providers
meet population needs, deliver agreed quality and core performance standards.
Have oversight of the quality and performance
issues with the main providers within the roles areas of focus feeding back
into the overall contract performance and issues of a quality or performance
nature to be taken up with the provider /wider system for management.
The postholder will look at opportunities for
joint working whilst acknowledging respective organisations priorities.
Lead the
coordination of training and development and recruitment activity across the
