Job summary
The new
Macmillan palliative and end of life care transformational leader role is an
exciting opportunity for anyone wanting to further develop their career in
system level strategic transformation, and who holds a special interest and passion
about palliative and end of life care (PEoLC). The post will be supported at a
local level by NHS Humber and North Yorkshire Integrated Care Board (HNY ICB) and
Macmillan, regionally by the Strategic Clinical Network and will be part of a
new UK wide network.
This role is
part of a new Macmillan programme which will provide you with leadership
development and connect you with a UK wide community of practice. You will be
part of a cohort of 24 PEoLC transformational leaders, learning together,
supporting each other, and sharing best practice across the UK. The highly
individualised programme of personal and professional development is designed
toprovide transformational leaders with thespecialistknowledge, skills and
behavioursrequired to transform anddeliver the highest qualityservices
andchallenge the status quolocally.
Main duties of the job
HNY ICB want to create an environment in
which people can have positive conversations about death and dying. Colleagues
across our places have completed a review against the National Ambitions
Framework for All Age PEoLC which has enabled us to identify our priorities and
areas of focus for Humber and North Yorkshire. This has led to the development
of the Centre of Excellence for PEoLC which will help us produce and implement
our All Age PEoLC approach across the system.
The post holder will work with place/sub
system leads in the development of core delivery plans aligned to the stocktake
information, highlighting variation and areas of good practice, and
establishing what this means for workforce requirements whilst providing
strategic leadership to the HNY All Age PEoLC Centre of Excellence, having
specific responsibility for developing and supporting strategic relationships
across place that inform and support the wider delivery of the ICB strategy and
delivery plans for PEoLC.

The Integrated Care Board (ICB) Palliative and End of Life Care (PEoLC) programme will bring together statutory and non-statutory partners, including the voluntary community sector, across health and care to embed national priorities (see below) and local priorities to bring about quality improvement in PEoLC for the local population, and achieve the formal launch of the Humber and North Yorkshire (HNY) All Age PEoLC Centre of Excellence.
The PEoLC Macmillan Transformation Lead will:
- Lead the development of System shared vision and clarity of purpose to reflect PEoLC national and local priorities, ensuring Humber and North Yorkshire Integrated Care Board (HNY ICB) is discharging its statutory duty.
- Provide strategic leadership to the HNY All Age PEoLC Centre of Excellence having specific responsibility for developing and supporting strategic relationships across place that inform and support the wider delivery of the ICB strategy and delivery plans for PEoLC.
Provide strategic leadership and support to statutory and non-statutory organisations in terms of PEoLC across the system to enable enhanced coordination of care.
Provide a leadership role to develop a platform that supports place colleagues /commissioners in their role towards joint contracting that leads to care redesign and performance improvement initiatives.
Reflect local and national priorities (Quality, Access, and Sustainability) in a ICB PEoLC Programme work plan and provide the forum to achieve those objectives.
