The post holder will fulfil
the statutory role of Designated Nurse for Safeguarding Children as defined in
Working Together to Safeguard Children (2023) and the Intercollegiate Guidance
(2019).
The Designated Nurse will take a strategic professional
lead on all aspects of the health service contribution to safeguarding children
across North Yorkshire, providing support to service providers and linking with
named safeguarding health professionals, local authority childrens services,
Local Safeguarding Children Partnerships (LSCPs) and NHS England. The post
holder will work collaboratively with the Designated Doctor for Safeguarding
Children, the Designated Paediatrician for the Child Death Review process
(CDOP), the Designated Professionals for Looked After Children, Named Nurse
Primary Care, Named GPs for Safeguarding and the Designated Professionals for
Safeguarding Adults.
Main duties of the job
The
post holder will
Translate
complex policy in relation to safeguarding to ensure that the ICB, Managers and
Clinicians are clear about the requirements placed on the ICB. Provide
recommendations for implementation.
Lead
on the strategic direction of safeguarding children services, supporting and
advising the ICB Committees and Board on safeguarding children issues.
Set
and monitor safeguarding children quality standards for service providers to
promote safe, effective practice and systems and ensure the ICB receives
appropriate assurances.
Act in
a clinical advisory role to the ICB, NYSCP and partner agencies.
Work
with the Named and Designated Doctors to promote effective safeguarding
practice within commissioned services and primary care.
Provide
safeguarding supervision to Designated Professionals, Named and specialist
professionals as appropriate within the health economy.
Provide
specialist advice, support and training.
Take
the lead role for implementation of the ICON programme across North Yorkshire
and York
Analyse
and translate national policy and information into local context to inform
policy and strategy development.
Support
commissioned services and primary care in developing and updating safeguarding
children policies and procedures in line with appropriate legislation, national
guidance and the local safeguarding Partnership procedures.
Contribute
to the dissemination and implementation of ICB policies and procedures.

together to ensure that Children and Young People are safeguarded and their

that the ICB Board, the Directors for Quality and Governance and relevant local
partners are informed in a timely fashion about potential problems and
evaluated options.
Be
responsible for coordinating, analysing and evaluating the multi-organisational
health component of statutory safeguarding children reviews undertaken by NYSCP
where ICB commissioned services have been involved; and collaborate with
Designated Nurses from other LSCPs areas to evaluate practice when North
Yorkshire services have had involvement in their reviews.
Analyse
and interpret complex multi-agency information to ascertain any single or
multi-agency actions which may have prevented the death or permanent impairment
of a child/children making judgement on highly complex clinical and system
issues, including reconciling differences of professional opinion where
necessary.
Present
the often extremely complex, highly sensitive or contentious findings to the
ICB, NHS England, and the Boards of relevant commissioned service providers, as
well as the involved Local Safeguarding Children Partnership and other relevant
partners as appropriate.

- Have completed specific training in the care of babies/children and young people and be Registered on either Part 1 of the NMC register as a registered childrens nurse, or part 3 as a specialist community public health nurse, having completed a specific programme with a child and family focus.
