Clinical Lead for Individual Funding Requests

Job summary

As an experienced general practitioner you will support Humber and North Yorkshire ICB to deliver its statutory responsibility for commissioning services including medicines and other treatments for the population it serves.

We are seeking clinical leads to support the Humber North panel (Hull and East Riding of Yorkshire area), to provide expert advice and reach decisions about referrals made to the Individual Funding Request (IFR) service. In addition to monthly panel meetings, work will be needed outside of panel meetings to support the wider IFR team with clinical triage, prepare for panel meetings and ratify decisions outside of meetings

Main duties of the job

The postholder will:

Consider complex individual funding requests (for individual packages of healthcare outwith current service level agreements or Payment by Results mechanisms), and advise the ICB Place team about their funding.

Participate in these IFR activities throughout the month including reviewing clinically triaged requests and attending (or chairing) IFR panel meetings to either review and ratify decisions.

Job responsibilities

The ICB welcomes all applicants, however, we must remind applicants that we currently do not hold a Tier 2 sponsorship license (now called Skilled Worker visa sponsorship). Can we politely ask this is considered before applying for this position.

Purpose of the Role:

Support the Humber and North Yorkshire Integrated Care Board (H&NY ICB) in its statutory responsibility for commissioning services including medicines and other treatments for the population it serves.

Consider complex individual funding requests (for individual packages of healthcare outwith current service level agreements or Payment by Results mechanisms), and advise the ICB Place team about their funding.

Chair (on a rotating basis) the system IFR panel.

Ensure all relevant aspects of a proposed treatment are considered, including:

o Appropriateness in relation to individual clinical need, including whether expected benefits outweigh any risks, and considering any exceptional need;

o Appropriateness in relation to current commissioning protocols and national, regional or local guidelines;

o Review of the evidence base for safety and efficacy (or if new and experimental, within a clinical trial);

o Suitability of organisational setting in relation to clinical governance;

o Cost-benefit analysis if available (setting priorities with scarce resources);

o Implications of setting precedent.

Participate in these IFR activities throughout the month:

o reviewing clinically triaged requests;

o making recommendations outside of IFR panel meetings;

o pre-viewing all cases allocated to the next IFR panel (within 5 working days of the IFR panel sitting);

o attending IFR panel meetings to either review and ratify decisions or chair the meetings;

o reviewing minutes after panel meetings (within 5 working days).

Qualifications

Essential

  • Inclusion on either the Specialist Register or the General Practice Register of the GMC.

Desirable

  • Expertise in primary care development and/or professional education and development
  • Postgraduate qualification or
  • Membership or Fellowship of one or more of the Medical Royal Colleges, or relevant Faculties of these.

Skills / Competencies

  • Familiarity with statistics and research methodology
  • Able to demonstrate a sound understanding of the principles and practice of evidence based medicine, and assessing the evidence base.
  • Able to demonstrate the practical application of research findings in NHS service provision and commissioning.
