Job summary
The base for this role is to be confirmed and will be located at one of the HNY ICB offices bases.
An exciting opportunity has arisen for a CCAB qualified
accountant to undertake the role of Senior Finance Manager to work across both
the North Yorkshire & York place finance teams. We are seeking a motivated finance professional
who adopts a proactive approach to be a key part of the management accounting
team. The post holder will be required
to work in a fully integrated way with the commissioning leads and various
portfolio holders within the ICB.
Reporting directly to the Joint Head of Finance this post will manage a
team of Assistant Finance Managers to ensure the provision of high-quality
financial management and financial reporting information. This is a senior finance role within the
team, and we are looking for a suitably experienced individual who will continuously
look for improvements we can make as a team.
The successful individual will also actively contribute to the
development and sharing of knowledge within the finance team across the North
Yorkshire and York sub-system and wider ICB.

Main duties of the job
The post holder will be a
creative and innovative individual who will provide high level specialist
knowledge in their respective area and have the ability to act independently
and autonomously within broad professional policies. You will be expected to make decisions
independently and without reference to others where appropriate.
You will frequently be the
first point of contact for queries and advice relating to the budgets of the
portfolio areas you support. You will develop a strong relationship with your
commissioning leads and have the ability to offer advice and challenge
assumptions, identify risk and mitigations.
The successful candidate will
ensure robust financial management through the monthly close down process and
provide timely financial information and financial forecasts to support
internal and external reporting, dealing with highly complex and at times,
contentious issues. Excellent
communication skills and the ability to build relationships and work as part of
an integrated team are essential.
You will be required to
represent both North Yorkshire and York places and lead on the Acute and Mental
Health portfolios across the ICB.
The post holder will have
management responsibility of staff who support their areas of responsibility.

Finance Manager (Hospital Care) will be a key part of the North Yorkshire and
York place management accounting and contracting team but will have a specific
lead role in working
in a fully integrated way with the North Yorkshire and York Place commissioning leads and
various portfolio holders within the ICB.
Hospital Care covers Acute Services in both the NHS and
Independent Sector, along with Mental Health Services, including monitoring of
the Mental Health Investment Standard (MHIS).
North Yorkshire and York places are
the portfolio leads for Acute and Mental Health services across the ICB, this
post will
therefore support the ICB 'Do It Once' agenda for these areas.
They will be responsible for
ensuring the management accounting function supports commissioning budget
holders in budget planning and management, monthly forecasting and scrutiny of
variances to plans, together with budget holders on a monthly basis to ensure that
risks to the Place & ICB are
minimised. They will work with budget holders to ensure budgets are not
exceeded and support the budget holders to take early action to resolve.
The post holder will be responsible for supporting
senior budget holders in the delivery of allocated elements of the Place
savings/QEP program, by providing financial challenge as well as assisting in
developing robust financial deliverables resulting from the QEPP program.
The post holder will
be a creative and innovative individual who will provide high level specialist
knowledge and have the ability to act independently and autonomously within
broad professional policies. They will
be expected to make decisions independently and without reference to others
where appropriate.
The post holder will play a key role in
promoting and maintaining effective financial management and financial
governance through the design and review of appropriate financial systems and
control.
