Senior Service Development Manager Primary Care and Integration

Job summary

This is an exciting time to join Humber and North Yorkshire ICB. Working within the Primary Care Team in North Yorkshire Place, the largest of 6 Places that make up the ICS, you would be coming to work in one of the most beautiful parts of England with stunning coastline and two National Parks. You would also be joining an experienced team with opportunities to work as part of North Yorkshire but also working closely with the other 5 places within the ICB.

This post is a rewarding and wide-ranging opportunity to develop primary care and PCNs within North Yorkshire and supporting integrated health and social care.

This strategic vision includes an ambition to ensure primary care and general practice are at the heart of neighbourhood teams and Local Care Partnerships. The post holder is responsible for the development and implementation of agreed plan for primary care, and PCNs, working with relevant colleagues ensure there is a coordinated approach to meet all statutory, regulatory and NHS.

The post holder will support the development of a Population Health Management, approach alongside other ICB colleagues and working with relevant clinical leads. Ensuring an evidenced based approach to investment and service design.

The post holder will have an in-depth knowledge of primary care and be able to support GP Practices and PCNs with operational and strategic plans.

Main duties of the job

You will have the knowledge, experience, and skills to respond to detailed needs of GP practices and PCNs. This can range from operational issues, contract and financial management, mergers, service development and planning for services across North Yorkshire Place, as well as agreeing an ICB wide approach to initiatives and projects with primary care colleagues across the 6 places within HNY ICB.

You will manage the delivery of the PCN DES across the 14 NY PCNs including supporting the development of ARRS roles and recruitment and hub or cross PCN working where appropriate.

You will need to work flexibly, think creatively, and demonstrate a highly professional business and person-centred approach to service development.

You will be able to analyse, interpret and present, complex information in a clear, understandable manner to senior management and board level including the application of national policy to local needs.

The post holder will be able to work on their own initiative, meet competing deadlines and targets and manage relationships between partner organisations.

  • Experience of working with primary care and GP practices
  • Significant NHS management experience in an Operational Role in either a provider or commissioning organisation.
  • NHS management experience in a planning/transformation role in either a provider or commissioning organisation
  • Experience of working with PCNs and PHM
  • Evidence of leading and delivering change.
  • Service planning and redesign experience.
  • An understanding of the NHS financial regime and current healthcare policy.
  • Experience of researching best practice, interpreting its relevance and processes/ practices which could be implemented successfully to achieve system reform (advising on policy implementation).
  • Experience of managing and motivating a team and reviewing performance of the individuals.
  • Experience of identifying and interpreting national policy.
  • Demonstrable experience of dealing with a wide range of people at all levels and with both Clinicians and Managers
