Job summary

An exciting opportunity has arisen within the Humber and North Yorkshire Integrated Care Board (HNYICB) Nursing and Quality Directorate for a System Infection Prevention & Control Lead.

Working with healthcare, local authority and public health colleagues, this new senior role will have responsibility for ensuring strategies are developed and implemented to minimise healthcare associated infections (HCAIs) at all levels across Humber and North Yorkshire.

Reporting to the ICB Director of Nursing & Governance , the role will incorporate the Director of IPC (DIPC) requirements as set out in the Health and Social Care Act 2008: Code of Practice on the Prevention and Control of Infections and Related Guidance, and will be responsible for developing appropriate multi-agency and inter professional relationships to lead, influence and develop the

Main duties of the job

The System IPC Lead will be a highly visible and senior individual who provides both support and challenge to providers and assurance to the ICB and system transformation partners that systems are in place to ensure safe and effective healthcare. The successful candidate will be the Senior Responsible Officer in the ICS for the development and delivery of the ICS strategic plan, monitored and overseen by a new ICB Antimicrobial Resistance (AMR) Programme Board and existing IPC and AMS subgroups that will support the ICS to deliver national AMR objectives and improvements.

As a Category 1 responder the ICB has a duty to have an on-call system in place 24/7. The ICB has a two tier system of 1st (tactical) on-call and 2nd (Strategic Commander) on-call. Provide strategic vision and leadership in the specialist field of infection prevention and control and the broader antimicrobial resistance agenda.

Lead on the development and innovation in infection prevention and control.

Raise awareness and actively promote IPC and AMS.

Exercise clinical judgment when advising on/reviewing the management of highly complex patient complaints/patient safety issues and other clinical issues relating to IPC/AMS

Provide highly specialised advice within this specialist field which will impact on the future compliance with national guidance and local policies.

Lead the AMR Programme Board and IPC subgroup and prepare regular reports to the ICB Quality Committee detailing progress and issues

Provide and receive highly complex, sensitive and contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups.

Persuade board and senior managers of the respective merits of different options, innovation, and new opportunities.

Negotiate on difficult, very complex and detailed issues.

Ensure systems and processes are established and communicated to ensure timely implementation of national guidance/directives which encompass clinical governance.

Work collaboratively and in partnership with external agencies and other practitioners to develop a system wide improvement plan which works to deliver the required reduction in Healthcare Associated Infections

Ensure providers and local systems conform to agreed infection prevention quality measures as specified within the NHS Standard Contract and in other Directives e.g. The Health & Social Care Act 2008.Ensure access to and oversee the provision of expert IPC knowledge and advice across health and social care.

Be a highly visible, senior, and authoritative individual who provides assurance to the ICB and system transformation partners that systems are in place and correct policies and procedures are adhered to across the system to ensure safe and effective healthcare.

Be responsible for providing advice on service specifications and key performance indicators (KPIs) to commissioners in order that they can include adequate assurance elements in relation to HCAIs and AMS in provider contracts

Have responsibility for the oversight and improvement of infection prevention and control and lead the AMS strategy across the Humber and North Yorkshire system as delegated by the Director of Nursing.

Report directly to the Director of Nursing who holds responsibility for IPC and provide reports on the system HCAI and other regular reports, including the Annual Report.

Liaise across system partners and create the climate for innovative ways of working that improve IPC across the system.

Responsible for the development and implementation of strategies and policies on infection, prevention and control for system implementation.

Act on legislation, national policies and guidance and assess their impact; ensuring effective policies are in place and audited.

Provide assurance to the Governing Body, through the Quality Committee that IPC governance across the ICS is fit for purpose.

Provide leadership to the infection prevention and control programme to ensure a high profile for infection prevention and control teams across the system.

Work closely with local authority and public health agencies to ensure public and patient involvement in infection prevention and control and antimicrobial awareness.
