Job summary

The key focus of this role is to develop, mobilise, implement, and monitor the Elective Recovery & Transformation Programme across Hull and East Riding, working closely with Hull & ERY places, Health Care providers, and Local Authorities to progress the requirements.

The role will involve working day to day with Delivery leads to progress clinical pathways, mapping services and diagnostic pathways and support the development of the community diagnostic centres in Hull & ERY. Taking a lead in establishing and managing working groups to support clinical decisions for review and redesign of patient pathways across the local system, ensuring plans and actions are monitored and communicated through the governance arrangements.

You will be required to build networks and relationships with colleagues across organisations to facilitate and support the needs of Hull & ERY populations to influence and support change

Main duties of the job

The role will:

Liaise with partners/project leads to ensure the delivery of Elective Recovery & Transformation programme.

Support the Diagnostic programme for Hull & ERY Place by overseeing project planning and pathway redesign across identified pathways, working with colleagues across the local system to agree change and implementation.

Ensure appropriate programme management structures & reporting are aligned to the Hull and East Riding Elective Care / Outpatient Board and the ICB Board

Ensure that work streams, programmes and projects are planned and carried out effectively.

Manage and collate all programme reporting for Elective Recovery & Transformation Group and HNY Boards

Coordinate the programme boards and associated meetings /groups.

Work with all partners across the ICB

Job responsibilities

Deliver performance and programme management

Ensure accurate and timely information is provided to support programme reporting to the Hull and East Riding governance structure

Support, facilitate and coordinate the development of strategic planning and implementation plans.

Implement complex projects and monitor project implementations against clear outcomes and milestone plans agreed by the Elective Recovery & Transformation Group and supporting groups in line with the programme

Present highly complex project information and issues to a wide range of internal and external stakeholders adapting variation of styles to suit the audience and displaying influence and persuasion where appropriate to achieve the required outcomes.

Develop and support the implementation of change projects for planned care across health and care with place leads and providers

Contribute to service reviews collating and analysing data, investigating service issues and research best practice

Develop strong, constructive and productive relationships with stakeholder organisations.

Prepare reports, presentations and updates for the SRO and Programme Leads

Ensure compliance with the corporate management policies and governance systems and processes of the host organisation.

Communicate with GP Practices; programme leads and other senior representatives across the ICB and, with provider clinical and managerial leads to enhance engagement with individual projects

Engage with key stakeholders in the progression of the agreed programmes

Ensure project libraries including risk registers and highlight reports are maintained and that all projects are documented on the project and programme management system in place within the Hull & ERY Elective Recovery & Transformation programme

Monitoring and implementation support of highly complex project plans to deliver the milestones and outcomes.

Model a collaborative and influencing style of working, persuading and negotiating with others to achieve the best outcomes

Identify and mitigate areas of risks or barriers to delivering the project/s

Qualifications

Essential

  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level equivalent.
  • Evidence of post qualifying and continuing professional development.
  • Must have an understanding of the background to and aims of current healthcare. Should have an appreciation of the relationship between the Department of Health and Social Care, NHS England and Improvement and individual provider and commissioning
  • Organisations and local authorities.
  • General IT skills including use of modern office management suites (such as MS Office) working with IT keyboards and presentation equipment.

Desirable

  • Project management qualification such as Prince 2 or Managing Successful Programmes (MSP)
