Job summary

Thank you for the interest you have shown in our Non-Executive Director Primary Care Direct Commissioning post at NHS Gloucestershire Integrated Care Board (ICB). There has never been a more exciting and challenging time to join us as we continue our journey as an ICB. One Gloucestershire is a well-established partnership of health and care organisations based around trusted and collaborative relationships that are working hard to deliver joined up services for the people of Gloucestershire. The last 12 months have been extremely challenging in terms of responding to increases in patient demand, the on-going recovery from the pandemic, industrial action and the rising cost of living which have put further pressure on our staff across the system and the communities we serve. During this period, we have seen unprecedented growth in people turning to the NHS and care services for support. Within this context, our local health and care professionals, supported by our fantastic partners, including local councils and other public, community and voluntary sector partners have responded magnificently.

Main duties of the job

It is to this backdrop that we embark on the process to appoint a Non-Executive Director for Primary Care Direct Commissioning and there has never been a more exciting and challenging time to join us as we continue our journey as an ICB. This is a pivotal role in supporting our ambitions, working alongside the Chair, other non-executives, executive directors and partner members and as equal members of a unitary Board. From 1 September 2023, ICB headquarters will be at Shire Hall, Gloucester, GL1 2TG, which will be the main base for all staff. In the interim period until 1 September, the offices will be based at Sanger House, Brockworth, Gloucester Business Park, GL4 3FE.

As Chair of our Primary Care Direct Commissioning Committee, you will be responsible for Primary Care Strategy, planning delivery, carrying out needs assessments, undertaking service reviews and supporting the sustainability of services. The post-holder will scrutinise the commissioning decisions of primary care services to ensure the highest quality services are secured that deliver the best possible outcomes for patients and service users, within the resource allocation, maintaining a consistent focus on quality, integration and innovation.

As a suitable candidate you will be comfortable operating at board level, have strong strategic leadership skills and a track record of leading transformational change within a politically charged environment. Although not essential, professional experience and knowledge relevant to Primary Medical, Dental, Ophthalmic, and Pharmaceutical services would be desirable. Most importantly, you will have exceptional personal integrity and be committed to championing diversity, inclusion, and equality of opportunity for all.
