This role
offers an exciting and high-profile opportunity to take on a pivotal position
in our One Gloucestershire Integrated Care System (ICS), as the leader for our
innovative and dynamic Clinical Programmes and Healthy Communities and
Individuals portfolios. The post holder will take a leadership role for these
system level transformation programmes across the Gloucestershire system
reporting for line management to the ICB Deputy CEO / Director of Strategy and Transformation
and for Programme Leadership to the senior Programme Sponsor for ICS Clinical
Programmes, the CEO of Gloucestershire Hospitals Trust and the senior Programme
Sponsor for Healthy Communities and Individuals, the CEO of the Integrated Care
Board.

Main duties of the job
The post holder will work in close partnership with lead clinicians and
programme managers across health and social care organisations on a range of
delivery programmes to ensure that programmes are effectively working through
the transformation approach. This will be a key part of ensuring we
successfully deliver on our commitments to partnership working. In addition to
sponsoring the approach, the post holder will take a particular leadership role
for defined clinical programmes across our system, as agreed with their line
manager and programme sponsors. In
addition to their programme responsibilities, the post holder will be expected
to provide leadership for the broader responsibilities of the Transformation
Directorate, as commensurate with being a senior leader in the team. You will
be part of the system major incident response on call rota in line with the
organisational responsibilities for Emergency Preparedness, Resilience and
Response.

Key Purpose of Job:
As Deputy
Director of Strategy and Transformation, the post holder will hold a pivotal
and senior system role within the system and the ICB. The post holder will hold responsibility for
two of the key delivery pillars of the ICB Clinical Programmes and Healthy
Communities, reporting for each to two different CEO sponsors in our Integrated
Care System. They will be responsible
for interpreting and monitoring in these areas against national and local policy
and strategies, development of plans and ensuring delivery at pace across
partners; noting that in future the scope of the programmes may vary in line
with agreed ICS priorities. The post holder will need to be highly experienced
in delivering significant transformation programmes and will understand the
high level of organisational and political sensitivity required to ensure successful
delivery of programmes at this level. They will be a decision maker for these
areas of work and will provide strategic leadership and operational
management for the delivery of schemes within the programme areas. They will
deputise for the deputy CEO and director of transformation and strategy at
board meetings, including decision making and making recommendations to the boards
on strategic aims and delivery against these areas. They will need to manage a complex set of relationships
with both internal and external stakeholders whilst delivering the
transformation aims, and will be required to regularly engage with Boards,
both at ICB and organisation level, and with other key committees such as the
Health Overview and Scrutiny Committee and the Integrated Care Partnership.
The
postholder will hold prime responsibility for the 2 teams within the
transformation team for the delivery of this work- the healthy individuals
and individuals team and the clinical programmes teams. They will also hold responsibility
for the direct line management for a number of senior clinical leads employed
by the ICB within these areas of work. The postholder will hold responsible
for the budgets for these 2 significant areas of work.
Through their
leadership of the CPG and Healthy Communities and Individuals teams the post
holder will oversee and drive the development of Strategic Plans the Integrated
Care Board ensuring there is a clear vision for the strategic direction of the
system, finding opportunities to maximise delivery and seeking a joined-up
approach between the ICS programmes and organisational approaches. The post holder will lead by example as we
develop our new statutory ICS, representing the values and attributes of
system working in everything they do. They will be pivotal in setting
direction and ensuring delivery across our wider programme portfolio, working
closely with the ICB Chair, CEO and Deputy CEO / Director of Strategy and
Transformation as a core team to develop key aspects of our future ICS architecture.
The post
holder will be responsible for the development and supervision for senior clinical
leads within the directorate, to ensure that their objectives support the
delivery and strategic aims of the key portfolio areas of clinical programmes,
health inequalities and prevention. The
role will also play a key role in developing the ICB relationships with voluntary
and community organisations to support the development of the integrated care
partnership- leading on the delivery across prevention and transformation pillars
of the integrated care strategy. As a senior manager they will be part of the
ICB major incident response Directors on call rota in line with the ICB

Qualifications
Essential
- Degree and Masters level qualification
- At least 5 years senior experience in leading health care transformation, and ideally some operational leadership experience within both provider / commissioning sectors
- Experienced in reviewing and interpreting complex financial and analytical information to support the development of strategic plans
- Experience of collaborative & improvement focused working across commissioning and provider organisations
- Experience of working in partnership with clinical leaders
- Experience of developing and delivering improvement and efficiency plans
- Extensive experience of managing complex programmes and projects through to delivery
- Advanced specialist knowledge of improvement strategies and methodologies with significant experience of managing large scale improvement initiatives across both provider and commissioning organisations
- Negotiate with senior stakeholders on difficult and controversial issues.
- Able to analyse complex facts and situations and develop a clear sense of direction / range of options for agreement with key stakeholders
- Experienced line manager for range of staff
- Skilled in delivering results through others and using a range of levers where this is outside of line management responsibility
- Ability to make decisions autonomously when required on difficult issues
