Functional Responsibilities

Operational Delivery

Responsibility for local development of Primary Care Clinical Systems according to agreed development and release processes;

Change Management Process including requirements capture, logging, prioritisation and release management;

Development of knowledge base/guides for IT staff and service users who will be using the developed tools;

To ensure clinical systems development standards are met, and any issues are raised with the Head of Clinical System Development immediately that they arise;

To be a clinical systems development specialist, and able to diagnose and resolve system problems and faults where complex investigations are required and to liaise with supplier companies in pursuit of this function;

To solve and deal with system development related issues, and consequently make maximum and efficient use of Primary Care IT support resources;

To be capable of using specialist systems in the delivery of the Clinical Systems Development;

To maintain a high level of expertise in the Primary Care field so that assessment on a wide range of simple to highly complex information can be made when such information may appear to conflict and expert opinion may differ;

Implement and support clinical systems developments in line with the procedures and standards of the department. Make changes/additions to those policies. Highlight when required, any changes/updates to clinical systems;

Provide 1st line support for all clinical systems developments including local and national solutions;

Escalate and work closely with third party suppliers to ensure any incidents or problems are dealt with as effectively and quickly as possible;

Understand and follow the change management processes;

To assist the Head of Clinical Systems Development with key service delivery requirements;

To be responsible for own workload and for highlighting to the Head of Clinical Systems Development when work packages will not be completed according to agreed time/budget;

Required to act independently within appropriate guidelines, deciding when it is necessary to refer to managers;

Ensure internal and external escalation procedures are followed.

Financial and Physical Resources

Shall hold regard to cost-effectiveness at all stages of planning, implementation and evaluation of new programmes of work consistent with the responsibility of the ICB as a disburser of public monies;

Anticipate and take early actions to mitigate any financial imbalance for all the budgets;

Ensure that funds are appropriately used, represent value for money and can withstand public scrutiny with regards to the budgets managed

Information Management

Use data on KPIs to determine courses of improvement to the service;

Demonstrate effective application of the outcomes of the metrics made available for the compliance of primary care providers in reaching specified system targets where the use of the primary care IT system tools are the main means by which data is captured and use this data to develop the service;

Work collaboratively with colleagues to ensure that effective governance arrangements and performance management systems are in place;

Produce reports for management and review a range of complex technical problems, developing appropriate facilitation and change enablement programmes where appropriate;

Work collaboratively with colleagues to address complaints and incidents appropriately lead the learning from such events to ensure that learning is achieved across the department.

Research and Development

Actively identify new and emerging system capabilities that will require the development of change enablement and implementation of new clinical systems tools across NWL and liaise with the Head of Clinical Systems Development to ensure that programmes of work are maintained, relevant and current.

Planning and Organisation

Support the Head of Clinical Systems Development in maintaining strategies for improving and developing the Clinical Systems Development services;

Act as lead or expert for assigned work-streams;

Build and maintain relationships with third party suppliers, identify problem areas, encourage local incentives and provide a central point of contact for communication between the Borough, GP Practices, PCNs and third party suppliers;

Supporting General Practice to utilise the IT system tools provided to them through communication and liaison with the training team;

Provide a range of varied and complex system development tools according to the requirements of the Primary Care programme;

Responsible for the successful implementation into live environments of new developments as part of project or service objectives;

Work within defined deadlines as part of a team and on an individual basis ensuring assigned work is effectively completed;

Responsible for assisting with the testing and trialling of new system developments as required;

To liaise with the Head of Clinical Systems Development in the production of regular reports regarding the clinical systems development portfolio, highlighting trends and issues, and recommending ways to improve the clinical systems development service being delivered to end-users;

Ensure that procedures are followed to maintain high professional standards of the IT environment, so that downtime is minimal, and that procedures and configurations are fully documented and up to date;

To ensure that Change Management systems are followed and implemented to meet the statutory obligations of the organisation;

To be responsible for adhering to access control procedures in relation to Clinical System Reporting Modules;

Work with the Head of Clinical Systems Development to ensure that the relevant national IT targets are met for customer organisations;

Deputise for the Head of Clinical Systems Development as required.

Policy and Service Development

Develop and implement the organisations procedures & policies across all aspects of the Clinical Systems Development across Primary Care;

Follow policies and procedures for Clinical Systems Development.

To be aware of and comply with the need for strict confidentiality of patient records and to ensure that systems are implemented in accordance with this;

To ensure that the Clinical Systems Development function is implemented in strict accordance with relevant legislation in particular the Data Protection Act, Freedom of Information Act, the Computer Misuse Act, Regulation of Investigatory Powers Act, Copyright law and European rules on Health and Safety;

The Primary Care Systems Developer must be able to identify and respond appropriately to issues that confer elevated operational risks including the possibility of system failures and breaches of data security;

Ensure that unplanned variation in service delivery (activity, capacity, performance) is identified and appropriate, timely action taken;

Conform to organisational procedures & policies across all aspects of the ICT Infrastructure department including Procurement, SLAs, etc;

Person Specification

Experience

Essential

• Experience working with an IT Service Delivery environment
• Experience of working in an NHS IT environment
• Experience of working in a Primary Care environment
• Advanced computer skills incorporating MS Project, Word, Excel, Access and Email
• Experience of using Primary Care Clinical Systems in particular SystmOne and/or EMIS Web
• Experience of developing system tools through the whole cycle
• Experience of delivery of Information Governance standards for Primary Care and Data Quality Standards

Desirable

• Proven skills and experience at managing and building relationships at all levels of the organisational structure

Qualifications

Essential

• University degree in computer systems/computer science or equivalent work experience.
• Change Management Qualification or relevant work experience
• Microsoft Certifications or any other technically relevant qualification
• Project Management Qualification

Desirable

• SystmOne GP TtT and/or EMIS Web accreditation
