Job summary

An exciting opportunity has arisen for a Finance Manager Reporting to join NHS North West London Integrated Care Board.

The post holder will support the Deputy Head of Finance Reporting and Head of Finance Reporting in providing robust financial management support to NHS NWL in the achievement of their financial duties and the delivery of value for money. The role will support the overall financial management of the management costs and other programme cost budgets and consolidation, analysing and reporting the overall ICB financial position.

Main duties of the job

The post requires a resourceful leader with an ability to manage the expectations of multiple stakeholders while delivering to tight deadlines. It requires an individual with extensive healthcare financial management expertise, sound financial and analytical skills and an innovative approach to solving financial problems.

Key responsibilities of the role include:

To work as a senior member of the Finance Team to support in ensuring the robust delivery of the financial reporting requirements in respect of consolidating the financial position in strict accordance with reporting deadlines timescales and to provide such information and analysis as required for a full understanding of the financial position.

To lead on the production of the monthly other programme cost reporting for NWL.

Assisting the annual budget setting process for corporate services and obtaining sign off by budget holders according to set timescales. Ensure that budget adjustments during the year are promptly actioned and supported by a clear audit trail.

To provide support in preparing and developing financial plans for expenditure that supports the service and business planning objectives of the ICB.

To provide support in the identification and management of financial risks and the development of mitigation plans to support the achievement of ICB financial control totals.

To support the development of efficient and effective processes within the ICB finance reporting function.

To work as a senior member of the Finance Team to support in ensuring the robust delivery of the financial reporting requirements in respect of consolidating the financial position in strict accordance with reporting deadlines timescales and to provide such information and analysis as required for a full understanding of the financial position.

To lead on the production of the monthly management cost reporting for NWL.

Develop effective working relationships with service managers. To provide technical guidance, for example the interpretation of NHS England reporting guidance relating to business areas relating to the ICB.

To support the development of efficient and effective processes within the ICB finance function.

To provide financial management support for internal and external audit requirements of the ICB.

To support the development of effective internal systems, controls and processes and their documentation.

To develop a strong understanding of the corporate financial position specific issues and work.

To develop and improve financial management information support and advice to enable NWL to successfully manage their business.

To ensure quality assurance systems for outputs produced for are strictly adhered to.

To provide advice and guidance with respect to technical financial management issues.

To comply with financial governance arrangements within the ICB, and to ensure compliance with ICB SOs SFIs and Scheme of Delegation.

To support the development of a professional and responsive can do culture within the team and work to ensure that they and the Team is customer focused and provide a high quality service response.

To ensure continuing professional development for themselves and promote development opportunities within the Team.
