Job summary

NHS Englands data for research and development (R&D) directorate put out a funding call for regions across England to establish a sub-national secure data environment (SNSDE), the investments will be made over a period of 3 years. London put out a bid to establish the London SNSDE which has been successful, this environment is now live with 2.7 million populations from North West London and we are looking to scale this up to London over the course of this year.

We are looking for a strong technical leader who can lead the conversations with other parts of London and support shaping the technical architecture of London SNSDE to meet the service needs.

Main duties of the job

We are looking for someone with:

  • Extensive experience of leading developments of data platform
  • Experience of working with national and regional teams
  • Thorough understanding of common data models, understanding of health and care datasets
  • Strong technical skills and ability to lead the technical delivery of the programme.
  • Able to contribute to the implementation of complex information projects within this programme of delivery
  • Interpret client requests and develop local Statements of Work
  • Manage the budget for the programme and the shape the team required to deliver the programme.

Job responsibilities

The Head of London SNSDE is an exciting role which has been created to lead the delivery of the London SNSDE. The post holder will work closely with the Director of Business Intelligence for NHS North West London to further enhance the existing Whole Systems Integrated Care (WSIC) platform and expand this to London.

Anonymised environment, provided by Northwest London (NWL) delivers the Sub-National Secure Data Environment (SN-SDE). This environment stores data in anonymised form for the purposes of research and conforms to the five safes as defined by Health Data Research (HDR)-UK . The five safes ensure that the people who access the data are appropriately vetted, that projects using the data are ethical, technology environments are secure, data is anonymised for the research project, and finally outputs from the environment are controlled for the purposes of research. The NWL environment will conform to all these needs and provide the tooling for access and management of research projects.

The post holder will be responsible for establishing the London SNSDE team and would have to work closely with NHS North East London who would be leading on the development of London Data Service (LDS)

The role will support the NWL Director of Business Intelligence in

Design, Delivery, Co-ordination and Control of London SNSDE. The role provides senior leadership across the London health systems to deliver the integrated goals and outcomes from London health data strategy.

Will be the regional interface with NHSX, NHSE to shape and design the SNSDE programme.

Work with executive level leaders across London to define and execute the deliverables for the London SNSDE for research and look to expanding this further to cover direct care and population health management use cases.

Lead the engagement and creation of a London-wide ecosystem for data, ensuring that data standards are developed, integrated and implemented into the London SNSDE

Support the platform development and get the London SNSDE established on a Microsoft azure/Snowflake architecture

Working alongside NWL WSIC team and supporting them with the data migration to Snowflake and establishing efficient data ingestions

Active day to day portfolio management of the London SNSDE programme which is a 3 year programme. Interface with the London data services as well as the operational service wrapper teams.

Support the development of metadata catalogue which can be used by researchers to access London SNSDE

Engage with senior stakeholders within the research community to promote system wide pathway redesign through the provision of a London programme for health improvement.

Management of a team of 10 staff ranging from service desk support to data engineers.

The candidate is expected to be the technical Subject Matter Expert on:

Full technical lifecycle management of IT programmes

Subject matter expertise on NHS system wide interoperability programmes

Engagement and management of suppliers and IT teams to ensure the infrastructure underpinning the platform is fit for purpose

Managing development pipeline and ability to report progress to executive boards at London level
