Job summary

Suffolk and North East Essex ICB (SNEE ICB) are seeking a Deputy Designated Clinical Officer for SEND to join our Childrens Quality and SEND team. This is a fixed term post and would be well suited to a secondment arrangement.

This is an exciting opportunity for an experienced and passionate clinician to join the Suffolk and North East Essex Integrated Care Board (SNEE ICB) and work with local partners in our continued efforts to improve the experience of children and young people with SEND. SNEE ICB has statutory responsibilities with respect to the implementation of the Children and Families Act (2014) for children and young people with Special Educational Needs and Disabilities (SEND) between the ages of 0-25.

You will work closely with the Designated Clinical Officer (DCO) to ensure work programmes across both Suffolk and North East Essex are planned and managed effectively, taking a lead in their successful planning and delivery. These key projects will align with the areas of priority for the ICB and the local SEND Partnerships (across Education, Health and Social Care) as well as new national and regional best practice initiatives with relation to quality improvement and assurance for children and young people with SEND.

Main duties of the job

  • Undertake delegated individual pieces of project work related to national and regional guidance and recommendations for children and young people with SEND. Ensure these are disseminated across the commissioning team, providers and other appropriate organisations
  • Work with the DCO and the childrens transformation team on the development of improvements and governance arrangement for children and young people with SEND
  • To work in partnership with children and young people, their families and carers to identify current and future needs to inform joint commissioning. To ensure that the voice of children and young people and their families are at the heart of all we do
  • Work with the DCO to provide assurance that current and future providers of the services are compliant with their statutory duties with SEND
  • To work with the DCO on the oversight of the Education Health and Care Plan (EHCP) process for SNEE ICB

Essential

  • Holds a professional qualification and registration of either: Registered Nurse, Occupational Therapist, Speech and Language Therapist, Physiotherapist, Psychologist or other relevant health professional qualification.
  • Experience of working in partnership between Health, Education and Social Care
  • Highly developed specialist knowledge, underpinned by theory and experience to Masters or equivalent level
  • Experience of delivering training programmes/sessions/workshops to groups online/in person
  • Extensive experience within a senior role within children and young peoples health services
  • Extensive knowledge of Special Educational Needs and Disabilities including challenging behaviour, social, emotional, mental health, learning and physical disabilities, medical needs as well as Autistic Spectrum Disorder and their impact on children and young peoples health and wellbeing.
  • Evidence of relevant continuing professional development
  • Should have an appreciation of the relationship between the Department of Health, NHS England and individual provider and commissioning organisations
  • Member of relevant professional body e.g. NMC, HCPC
