Job summary
The Suffolk and North East Essex (SNEE) Integrated Care
Board (ICB) is seeking to recruit a Data Analyst to deliver analytical work in
population health management (PHM). PHM is an approach to healthcare that uses
linked data to design and implement proactive models of care which will improve
health and wellbeing today as well as in the future.
As a key member of the PHM analytics team, the post holder
will play a role in developing and enabling PHM insights from data and
analysis. They will work with stakeholders across organisations to provide data
analysis and communicate insights. They will also play a supporting role in
enabling stakeholders to access, interrogate and interpret insights from the
ICSs analytics environment and reporting platform.
The wider SNEE Integrated Care System (ICS) has a diverse
and talented analytical community supported by modern data and analytics
technology and engaged stakeholders. The data professional community comes
together as the SNEE Intelligence Function, which is working in novel and
collaborative ways to create new, impactful insights from data and to establish
a positive environment for our data professional staff to develop.
The successful candidate will have excellent knowledge and
skills in analysing and interpreting complex data. They will have strong
analytical communication skills, and will demonstrate a desire to improve
performance and services.
Main duties of the job
To
generate insights from data by querying, analysing and modelling datasets using
an array of analytical techniques.
Provide
relevant and timely information to inform patient care.
Assisting
in producing regular and ad hoc analysis for stakeholders.
Develop
specialist analytical skills.
Assist
in the development, design and maintenance of data visualisation reporting
tools.
Assist
in provision of advice and support/guidance on specialist analysis.
Implementation
of policies and processes for own area, especially those relating to
information governance and protection of patient level data.
About us
The NHS Suffolk and North-East Essex Integrated Care Board
(ICB) plans and buys healthcare services for our population. This function is
commonly referred to as commissioning.
To do this, we work within a budget of around
£1.5 billion, which is set by NHS England, and work closely with local
government and the NHS providers in our area. Our performance is judged by how
well our local health and care system as a whole is working, including the
health outcomes of our communities.
The ICB has delegated some authority to the three
health and wellbeing alliances that operate in Suffolk and North-East Essex to

its analytical capabilities through the development of a SNEE ICS Intelligence
Function. This is an analytical collaborative, with significant investment in
data science and advanced analytics capabilities, ensuring SNEE ICS is well
served by a sophisticated and high performing analytical function. SNEE ICS has
enhanced its infrastructure and intelligence capabilities by developing a
linked, longitudinal dataset. This brings together care records across primary
care, secondary care, and adult social care to enable analysts to identify
cohorts of the population with risk factors or long-term health needs. In
addition, the SNEE ICB has established a cloud-based integrated data and
analytics environment with modern analytical tools to enable the exploitation
of the linked data capabilities.
The
post holder will play a supporting analytical role in developing and enabling

data from across primary, secondary and care sectors, as well as data on wider
determinants of health. They will work with senior analytical managers to
provide data management and data analysis to support segmentation modelling,
risk stratification, analysis of full patient pathways, and identification and
monitoring of health inequalities. They will also play a supporting role in
enabling stakeholders to access, interrogate and interpret insights from the
ICSs population health insights platform. They will work with stakeholders
across health and care as part of a virtual network of analysts in the SNEE
Intelligence Function. They will use linked data to tailor the provision of
care to identify people who would benefit most from proactive intervention and
to tailor services to best meet population need.
