Job summary

The Suffolk and North East Essex (SNEE) Integrated Care Board (ICB) is seeking to recruit a Head of Business Intelligence who will work with the Deputy Director for Strategy and Healthcare Intelligence to deliver a portfolio of analytical insights.

The SNEE Integrated Care System (ICS) has a diverse and talented analytical community supported by modern data and analytics technology and engaged stakeholders. The data professional community comes together as the SNEE Intelligence Function, which is working in novel and collaborative ways to create new, impactful insights from data and to establish a positive environment for our data professional staff to develop. This role is therefore an excellent opportunity to join our active and friendly community in a leadership capacity.

Main duties of the job

This is a senior analytical leadership role, and the Head of Business Intelligence (BI) will lead the ICBs BI team. This is a group of around 14 talented data professionals, including data engineers and data analysts.

The role holder will oversee the delivery of insights from data, including the accurate reporting of activity and performance information to support the ICB discharge its functions in a manner informed by evidence from data. They will support the ICB to create new policies and strategies and the insight from the BI team is key in delivering integrated care, through our Alliance Delivery Plans and Integrated Neighbourhood Teams.

The role holder will also contribute to the delivery of population health insights from linked data across the ICS. They will oversee management of the ICSs secure data and analytics environment and they will broaden access to data on the wider determinants of health. They will support the Deputy Director for Strategy and Healthcare Intelligence, as a key member of the SNEE Intelligence Function, and they will contribute to producing strategic insights on integrated care.

About us

The NHS Suffolk and North-East Essex Integrated Care Board (ICB) plans and buys healthcare services for our population. This function is commonly referred to as commissioning. To do this, we work within a budget of around £1.5 billion, which is set by NHS England, and work closely with local government and the NHS providers in our area. Our performance is judged by how well our local health and care system as a whole is working, including the health outcomes of our communities. The ICB has delegated some authority to the three health and wellbeing alliances that operate in Suffolk and North-East Essex to act on its behalf. This is to ensure that the needs of smaller, local areas are addressed. The ICB remains accountable for all of its functions, including those it has delegated. Local residents have a big role to play in the operation of the ICB. We rely on the experiences and perspectives of our communities to help shape our decision-making.

Job responsibilities

This is a senior analytical leadership role, leading the development of Business Intelligence for the Suffolk and North East Essex (SNEE) Integrated Care Board (ICB).

The post holder will be accountable for the provision of high-quality business intelligence to the SNEE ICB, as well as the wider Integrated Care System (ICS), including our three Alliances and Primary Care Networks.

The post holder will:

oversee the management of the Business Intelligence team (around 14 individuals) including data analysts and data engineers - with line management responsibility for at least two individuals, setting a vision and development programme to ensure staff achieve their potential.

oversee the delivery of insights from data for commissioning purposes, including the accurate reporting of performance indicators to assure provider service delivery to agreed standards and to facilitate service redesign and forward planning.

lead the production of performance and activity information for the ICB, ensuring committees are well served by insights from data so they can discharge their duties in a manner informed by evidence from data.

work with the finance and contracts teams to ensure business intelligence provides an understanding of performance and data quality as contracted and helps ensure that the ICB are receiving best value for money.

ensure the ICB inputs accurate information on performance and activity to NHSE planning submissions.

provide a responsive data analytics service for the ICB, producing data analysis across a spectrum from descriptive to predictive and prescriptive analysis, utilising a range of analytical techniques to undertake statistical analysis and forecasting.

oversee the delivery of the ICBs business intelligence strategy, including continuous improvement of the intelligence platform, staff development programme, and automation tasks.

oversee management of the SNEE ICS secure data and analytics environment, working with ICB and ESNEFT Digital colleagues, including data engineering staff, and IT suppliers, to ensure data is managed appropriately and kept safe and to ensure access to data is managed in line with information governance rules.

be a key partner in the delivery of the SNEE Intelligence Function, by hosting the ICSs Population Health Management (PHM) Analytics team (three people) and by contributing to the production of analytical insights on matters of strategic importance to partners across the ICS.

support the Deputy Director for Strategy and Healthcare Intelligence with oversight of a programme of analysis on population health insight to ensure knowledge of the populations health care needs, now and in future, informs policy and service development

support the Deputy Director for Strategy and Healthcare Intelligence to ensure there is an information governance framework for health intelligence and work with Data Protection Officers to ensure appropriate information governance is in place for use of linked data, ensuring the ICB is compliant with DARS and s251 requirements.

support the Deputy Director for Strategy and Healthcare Intelligence to work across organisational boundaries to arrange a shared work programme and consistent vision for health intelligence.

manage relationships with a range of external agencies, including commissioning support units, regulators and other NHS bodies, County Councils, other ICBs, GP practices and NHS providers in relation to business intelligence and population health insights.
