Job summary

Secondment/Fixed Term for 18 months.

The Clinical Learning Environment Programme Lead is a key role, leading the system delivery of placement optimisation and capacity by ensuring that there is sufficient high quality, varied placement opportunities, supported by a comprehensive supervisor and educator plan.

This innovative role will be a partnership with a local Higher Education Institute (HEI). You will work alongside the respected Heads of Clinical Education at ESNEFT and WSFT, as well as working with the Primary Care Training Hub, Social Care and other current or potential placement providers. This role is inclusive of all clinical roles and Allied Health Professions.

An in-depth knowledge of education for health and care and workforce transformation for nursing, midwifery and allied health professions is essential. A post graduate qualification (or equivalent) in a relevant profession and current registration with the NMC or HCPC is required.

Hosted by SNEE ICB this role will work collaboratively with local HEIs, reporting directly to both the ICB and to NHS England.

Main duties of the job

The role is crucial to ensure that we build on the good work already achieved, further address the areas identified above and scale up the opportunities across the SNEE system, to support the continuation and implementation of the clinical learning transformation strategy. This will require:

Leadership on the delivery of the CLE Implementation Plan, which aims to optimise and expand placement capacity, establish an employment offer, co-ordinate apprenticeship growth and expand supervisor capacity

  • Systems leadership and influencing skills
  • The ability to work autonomously and as a leader and member of multiple teams
  • The ability to build, and maintain strong partnerships and work effectively with a range of stakeholders
  • Highly developed communication skills and ability to employ a range of high-level negotiating and influencing strategies appropriate to different audiences

  • The ability to work and make decisions autonomously, guided by principles and broad policies/regulations and act based on own interpretation and judgment.

About us

The NHS Suffolk and North-East Essex Integrated Care Board (ICB) plans and buys healthcare services for our population. This function is commonly referred to as commissioning. To do this, we work within a budget of around £1.5 billion, which is set by NHS England, and work closely with local government and the NHS providers in our area. Lead on development and delivery of the SNEE ICB NHS Long term workforce plan (LTWP) 2023 Growth Plan in respect to the non-medical clinical workforce with a focus on clinical placement optimisation and expansion.

Project manage delivery of plan and, acting in an impartial and independent manner, facilitate effective and productive working between providers and education establishments.

Report to and share best practice from regional team.

Contribute to work with regional CLE team to enable change, optimisation and expansion across the East of England

Provide oversight of regional initiatives

Placement Capacity optimisation and expansion

Understand and develop work undertaken to date (e.g. Standard operating procedures for agreeing student number and placement allocation).

Lead collaborative working to optimise and expand placement capacity, including supporting providers and education establishments develop new models for student deployment (to enable consistent student flow throughout the calendar year).

Support providers and education establishments to develop new and innovative placement opportunities and champion best practice.

Project manage and facilitate improvements to planning clinical placements in advance throughout SNEE and linking with regional developments.

Working collaboratively with Providers, develop ICS Educator strategy to ensure placement quality, and that educators are able to meet demand and are sufficiently supported.

Align LTWP trajectories and local (Trust, Primary and Social Care) workforce trajectories. Work with local providers to understand establishment funding, barriers and facilitating factors to build consistent approach to support newly qualified practitioners move into employment and stay in area.

Student Supply

Work collaboratively to support the establishment of entry pathways: Identify and highlight (and unite where applicable) current workstreams to achieve growth in student supply e.g. HEI, FE and provider schemes to encourage growing our own, Health and Care academy work, local college programmes etc. to support development of ICS plan to increase student supply

Encourage, collate, and report on local education institutions work to increase applications and a higher ratio of acceptances, whilst improving quality.

Apprenticeship growth

Support apprenticeship growth by working collaboratively with student supply, education (including the Centre of Excellence for Health Apprenticeships) and apprenticeship leads to facilitate and monitor increase in apprenticeship routes.

Plan and facilitate partner agreements to ensure reciprocal placement opportunities exist across ICS.
