Job summary

We have an exciting opportunity for you to join our Financial Management team asaLeadManagement Accountant. The focus will bemainlyon financial management of the ICBs cost improvement programmes and service development funds and the tracking of development/progression of ICB wide business cases. This will involve oversight of external funding, helping to ensure robust plans are in place to utilize the funding, reconciling ledgers, and reporting on the financial performance of these programmes, including benefits tracking.

The successful applicant will have experience of finance within a complex organisation. This includes providing high quality financial management and business support, supporting the preparation of month end accounts, and working closely with other finance colleagues.

Excellent communication skills and a strong customer focus are essential as you will be dealing with stakeholders and colleagues at all levels daily.You must demonstrate excellent numerical and analytical skills and possess the ability to work autonomously, achieve deadlines and prioritise your workload. Experience in Microsoft Excel would be an advantage.

Main duties of the job

1. The completion of financial reporting processes. This will encompass but not be limited to the following financial reporting processes:

  • Month-end reporting.
  • Forecasting the end of year financial position.
  • Benefits tracking
  • Reporting of financial information to internal stakeholders, e.g., financial submissions to NHSE.

2. To ensure that all contractual payments are made correctly and on time.

3. To liaise with contractors as appropriate, providing advice and analysis of potentially complex financial issue.

4. To act as the finance representative on working groups / committees, as required and present complex financial information to internal and external stakeholders as required.

5.To support the financial aspects of ICB wide spend. This will encompass but not be limited to:

  • Tracking the development and progression of ICB wide business cases.
  • Tracking and monitoring the performance and delivery against ICB wide cost improvement programmes and service development funds.
  • Provision of financial management support for place-based commissioning.

6. Provision of financial management support.

Ensuring compliance with national and local financial guidance and ensure that this is communicated to non- finance staff on an appropriate basis.

The primary purpose of the Lead Management Accountant is to play a key role within the ICB Finance team to deliver high quality finance support to the ICB. They will play a key role in supporting the commissioning of effective and financially sustainable services within their functional portfolio of responsibility.

The role will be a key part of the Management Accounting team in ensuring the successful delivery of monthly performance reporting, development of budgets, plans, and forecasts.

Responsible for working with the Finance Business Partner to ensure the management accounts teams produce regular, timely and accurate finance and activity reports that provide management with information, advice and guidance on the current financial position, variances/ corrective actions required, activity and trends, and emerging risks/ opportunities based around key drivers.

The post holder will be responsible for advice and support to a range of budget holders within the ICB. They will support and guide budget holders by providing financial information, analysis, advice, and challenge to enable them to meet their financial targets and operational commitments.

They will be required to demonstrate core financial skills including financial planning; budget setting; monthly and quarterly monitoring and reporting and the ability to support and communicate effectively with a range of clinical and non-clinical budget holders.

The post holder will provide help, advice and training to budget holders and others on financial issues, with focus on budgetary control, investigating variances and suggesting corrective actions, in line with current organisational policies.

Working, at all times, to ensure value for money within the NHS and for the population of Suffolk & North East Essex ICS.
