Job summary

The West Suffolk Alliance (WSA) brings together local teams and organisations to improve the health and wellbeing outcomes for the people of west Suffolk. The WSA is also a sub-committee of the Suffolk and North East Essex Integrated care Board, with delegated responsibility for commissioning community health services, primary care and medicines optimisation.

This is an exciting opportunity for an ambitious leader to be at the heart of this partnership approach.

The successful candidate will have experience at a senior level with regards to transforming health and care services, achieving change through partnership and leading a team. They will have a good understanding of NHS and care services, commissioning, programme management, community development and the prevention agenda.

Main duties of the job

The Deputy Alliance Directors role will be to

1.Lead the commissioning and transformation of community health services in West Suffolk

2.Lead the delivery of the wider prevention and partnership goals (supported by the Head of Alliance Development)

3.Ensure good alliance governance for decision making and the development and implementation of the alliance delivery plan.

4.Be a key member of the West Suffolk leadership community, deputising for the Alliance Director; work closely with NHS Trusts, councils, primary care, community leaders and the VCSFE sector; work closely with colleagues across SNEE ICS.

Job description

Job responsibilities

The post holder will provide direct leadership to the commissioning, performance, and contracting functions, ensuring delivery of all statutory requirements, and ensure that expert advice is provided to the other functions of the organisation and support the delivery of its strategic objectives and operational plans.

Transformation, Prevention and Partnership

1. Lead the WSA community transformation agenda, including leadership of goals in the stay well, age well and die well domains

2. Enable the Head of Alliance Development, lead the delivery of the wider prevention partnership goals including those within the be well, feel well, start well and locality domains

3.To personally lead to the delivery of specific major service change projects.

4.Champion and drive innovation and development within Alliance health and well being agenda.

5. Work closely with the Future Systems Partnership to ensure strategic development of capacity and pathways in a community setting to support the FSP vision.

Commissioning

1. Commission community health services delegated to WSA. This will include collaborating with leaders in the Ipswich and East Suffolk, Nort East Essex alliance and ICS strategic programmes and the postholder holding a portfolio for strategic lead for agreed areas of community services strategy across the ICS.

2. Contribute to demand planning for the ICB in conjunction with Business Intelligence and Public Health leads, and with regard to the joint strategic needs assessments to inform service development and procurement initiatives appropriately.

3. Provide specialist/ expert advice, including where expert opinion may differ.

4. Support Alliance Director to ensure commissioning and delivery of the Better Care Fund and Discharge Funding with Suffolk County Council.

5.The post holder is required to maintain an up-to-date knowledge of national and local policies relating to the commissioning portfolio.

Alliance Governance and development

1. Support the Alliance Director to ensure the ICS strategic goals are translated into measurable performance indicators that improve outcomes for patients.

2. Continue the development of close partnership working with cire alliance members.

3. With the head of alliance development, ensure that business planning and monitoring mechanisms are fully developed and implemented.

4. Lead on the development of policies and procedures, ensuring compliance with national and corporate policies and procedures.

5. Exercise delegated authority on behalf of the Director lead for POD to resolve day-to-day management issues with providers.
