An exciting
opportunity has arisen for an enthusiastic motivated individual to lead a
significant project across the East of England Region to support the transformation
of Mental Health , Learning Disabilities and Autism inpatient services.
As part of the nationally established Mental Health, Learning
Disability and Autism Inpatient Quality Transformation Programme; Suffolk and North East Essex (SNEE)
Integrated Care System (ICS), on
behalf of NHS England, East of England are seeking two positions of Regional
Mental Health, Learning Disabilities and Autism Senior Programme Manager
Inpatient Quality Transformation Programme to support the six ICS in the East
of England to develop and implement 3-year plans to localise and realign
inpatient mental health services. This requirement is detailed within the 2023/24 NHS Priorities and Operational Planning
Guidance as co-produce a plan by 31 March 2024 to localise and
realign mental health and learning disability inpatient services over a three
year period as part of a new quality transformation programme.
You will work alongside an extensive network of senior
clinicians, managers, staff, and key stakeholders in supporting this commitment
to transforming services to ensure patients receive safe and effective care and
treatment whist in an inpatient mental health setting.

Main duties of the job
To work collaboratively across
all six Integrated Care Systems within the NHS England East Region to support
the development of 3-year plans to localise and realign inpatient mental health
care care, including for people with learning disabilities and autistic people,
in line with the published Commissioning Framework.
Working within the overall strategic objectives, devise and support
implementation of 3 year plans for systems. Evaluate,
interpret and locally implement best practice.
Provide overall management to the whole function(s).
Develop and implement qualitative and quantitative measures to
determine performance against the organisational strategy. Report progress against the strategy through personal representation at senior management forums and by written reports. Tailoring delivery to
meet the needs of the audience.
Ensure that best practice is developed and delivered at
organisational and departmental levels. Challenge ways of working and persuade,
motivate and influence other senior managers
to realign their practice where necessary.
Ensure that appropriate strategies are employed in line with business objectives and that these are
fully cascaded.
Personally lead, support and contribute to formal
negotiations with senior level internal
and external stakeholders, providing a high level of negotiating expertise to
secure the most advantageous
arrangements.

transform mental health inpatient services.
The post
holder will play a key role in supporting the six Integrated Care Systems in

Other system partners including
Local Authority and people with lived experience.
The
Mental Health, Learning Disability and Autism Inpatient Quality Transformation
Programme builds on and holds multiple interdependencies with existing NHS Long
Term Plan Priorities, including (but not limited to) the transformation of
community mental health services, the Assuring Transformation Programme for
people with learning disabilities and autistic people, and the management of
direct/specialised commissioning budgets and outcomes via NHS-led Provider
Collaboratives.
The post holder will act as a regional resource across mental
health, learning disability and autism, specialised commissioning and nursing teams
to support Integrated Care Systems with the development of their 3-year plans
to localise and realign mental health inpatient services included in the 2023/24
NHS Priorities and Operational Planning Guidance (p.15). This includes but
is not limited to:
Support ICBs to understand the
Commissioning Framework for Mental Health Inpatient Services, undertake a gap
analysis, develop and implement their 3-year plans to transform the services in
scope;
Act as a key link between the
East of England Region and the six Regional ICBs, to align programmes of work
arising from (but not limited to) the National Mental Health, Learning
Disability and Autism Inpatient Quality Transformation Programme;
Facilitate and support regional
and national information sharing and networking forums so ICBs can learn from each-other;
Providing senior leadership and
subject matter expertise relating to the quality of Mental Health inpatient
care, to support Regional and ICS Strategy development and delivery;
Where required, supporting the
regional coordination of the Commissioning Framework for Mental Health
Inpatient Services, webinar and workshops, and
Where required, assist with the
roll-out of the upcoming national Culture Improvement programme, which all
