The Suffolk and North East Essex (SNEE)
Integrated Care Board (ICB) is seeking to recruit a Data Analyst to deliver
analytical work in population health management (PHM). PHM is an approach to
healthcare that uses linked data to design and implement proactive
models of care which will improve health and wellbeing today as well as in the
future.
As a key member of the newly created PHM
analytics team, the post holder will play a role in developing and enabling PHM
insights from data and analysis. They will work with stakeholders across
organisations to provide data analysis, including segmentation modelling, risk
stratification, analysis of full patient pathways, and identification and
monitoring of health inequalities. They will also play a supporting role in
enabling stakeholders to access, interrogate and interpret insights from the
ICSs analytics environment and reporting platform.
The
post holder will have the opportunity to work with a newly developed linked,
longitudinal dataset. This exciting resource brings together care records
across primary care, secondary care, adult social care, and wider determinants
of health data to enable analysts to identify health needs. They will use
state-of-the-art analytical tools, hosted in a cloud-based integrated data and
analytics environment.
Main duties of the job
Support the PHM Analytical Manager with the delivery
of analytical work in the PHM intelligence portfolio, contributing to the SNEE
ICS PHM strategy.
Assist with the management and administration of the
ICS population health insights platform and analytics environment.
Interrogate linked
datasets, covering primary and secondary health care, adult social care and
wider determinants of health, to obtain insights on population health from
data.
Support stakeholders
across integrated neighbourhood teams to access, interpret and interrogate
population health management intelligence platforms to obtain insights on
population health needs.
Translate data into
intelligence that can be self-served.
Work closely with analysts in public health and
healthcare providers to progress analytical work on shared priorities such as
health inequalities.
Engage with customers of PHM insights and
stakeholders across the SNEE ICS to ensure analysis delivers on requirements.
Provide analytical expertise across the PHM
intelligence portfolio, offering expert statistical and visualisation
capabilities, which may include data mining and causal inference through
statistical analysis, development of interactive visualisations and analysis of
large, complex datasets.

to improve physical and mental health outcomes, promote wellbeing and reduce
health inequalities across an entire population. It supports population health
by helping us understand our current health and care needs and predict what
local people will need in the future. The aim is to use
data to design and implement proactive models of care which will improve health
and wellbeing today as well as in the future.
The
SNEE Integrated Care System (ICS) is now implementing its PHM Strategy. As part
of plans to significantly enhance our infrastructure and intelligence
capabilities, the SNEE ICB has developed a linked, longitudinal dataset
bringing together care records across primary care, secondary care, and adult
social care to enable analysts to identify cohorts of the population with risk
factors or long-term health needs. In addition, the SNEE ICB has established a
cloud-based integrated data and analytics environment with modern analytical
tools to enable the exploitation of the linked data capabilities. Alongside the
development of a SNEE ICS Intelligence Function, an analytical collaborative,
which is leading to significant investment in data science and advanced
analytics capabilities, this ensures SNEE ICS is well served by a sophisticated
and high performing analytical function.
The SNEE ICB is further enhancing its
analytical capabilities by establishing a dedicated PHM analytics team. The
post holder will play a supporting analytical role in developing and enabling PHM
insights from data and analysis. Their analysis will include working with data
from across primary, secondary and care sectors, as well as data on wider
determinants of health. They will work with senior analytical managers to
provide data management and data analysis to support segmentation modelling,
risk stratification, analysis of full patient pathways, and identification and
monitoring of health inequalities. They will also play a supporting role in enabling
stakeholders to access, interrogate and interpret insights from the ICSs
population health insights platform.
They will work with stakeholders
across health and care as part of a virtual network of analysts in the SNEE
Intelligence Function, to use linked data to tailor the provision of care to
identify people who would benefit most from proactive intervention and to
tailor services to best meet population need.

Essential
- Educated to masters level in a subject with a substantial statistical component, or equivalent work experience
- Knowledge of a range of statistical/numerical techniques, procedures acquired through qualification to degree level, or equivalent relevant experience
Desirable
- Further training in analytics and statistical analysis where relevant
- Able to demonstrate commitment to continued professional and personal development
Experience

- Use of statistics software, including R and/or Python, or willingness to learn
- Experience using MS office applications including Excel
