We are seeking to appoint a Deputy
Designated Clinical Officer (DCO) for SEND (Special Educational Needs &
Disabilities) to join the Suffolk and North East Essex Integrated Care Board (SNEE
ICB).
The SNEE DCO team leads the ICB in
meeting its responsibilities regarding children and young people aged 0-25 with
SEND, working closely with NHS Provider Trusts, Local Authorities, Parent/Carer
organisations and other stakeholders across both Suffolk and Essex. We are involved
in many projects and areas of work to drive forward positive change for the
children, young people and families that we serve in line with the Children and
Families Act 2014 and SEND Code of Practice.
Applicants for this post will have
worked within one or more health services for children and young people;
including but not limited to mental health, physical health, therapies, health
visiting, school nursing etc. Applicants require the relevant professional
qualification and registration for this post i.e., qualified and registered
Therapist (OT, SALT, Physiotherapist), other Allied Health Professional or
Registered Nurse.

Main duties of the job
As Deputy DCO you will:
- Be a point of contact for Local Authority
colleagues and be able to assist in facilitating timely, good quality health
advice from Provider Trusts
- Provide specialist advice on SEND and children
and young peoples EHCPs to system colleagues, including through the
development and facilitation of formal training sessions
- Demonstrate a strong desire to improve clinical
effectiveness and make a difference by focusing on impact and outcomes for
children and young people.
- Contribute
to SEND strategy work across both Suffolk and Essex including measuring
outcomes, preparing for adulthood/transitions, quality of health advice for EHCPs,
the annual review process etc

To support the Designated Clinical Officer (DCO) for SEND in the day to day implementation of
the Children and Families Act 2014 Special Education Needs and Disabilities (SEND)
Reforms in order to improve the outcomes for children and young people with SEND from
ages 0-25 covering the Suffolk and North East Essex Integrated Care Board (ICB).
To provide specialist health advice with respect to children and young people with SEND
(0-25 years) with patients, health, social care and education professionals and other
agencies.
To take a leadership role for specific work in the SEND team.
To be responsible for liaison with patients and/or their representatives, health and social
care professionals and other agencies with respect to the commissioning of suitable
specialist support which is both clinically effective and best value and to make
recommendations to the Designated Clinical Officer for SEND relating to the
commissioning of such support packages.
To support the DCO in the oversight of the Education Health and Care Plan (EHCP)
process for Children and Young People across the footprint of SNEE ICB, ensuring that
requests for information and advice are undertaken in a timely fashion by the appropriate
provider.
To support the DCO in their responsibility for checking and approving decisions for EHC
Plans that require additional specialist commissioning for Children and Young People
across SNEE ICB.
To assist in the development of Personal Budgets within EHC Plans, including liaison,
person centred planning and outcome measurements.
To support the DCO for SEND in ensuring that the ICB meets its statutory duties for
children and young people (CYP) with special educational needs and disability (SEND)
aged 0-25 yrs.
To work in partnership with children and young people (0-25) and their families and carers to
identify needs and future needs of children and young to inform joint commissioning.
To undertake a quality assurance role to work with others to review current health service
provision to ensure it is fit for purpose and meets the needs of children and young people
and their families/carers.
To contribute towards the gathering of data to influence commissioning decisions and
reviewing future trends
