Job summary

We are recruiting to the new role of Senior Transformation Manager for community adult mental health. This is an exciting time to be joining us as the ICB takes form and you will shape some of our key services within the ICB. You will drive the community mental health transformation programmes with a lead on integrated primary community care (IPCCMH) and serious mental illness (SMI) in both system and alliances/place and supporting mental health accommodation work. You will lead one or more of the transformation programmes, which will include senior strategic leadership of the programme of work.

You will work collaboratively with our partners to ensure that we meet the service needs of our residents and their families, with co-production at the heart of this. Health Inequalities is central to all we do, and we expect you to work closely with our Alliances, partners, residents, executives, and clinical leads on activities in support of this.

You may come from a variety of backgrounds but commissioning experience in transforming services in MH is essential. You will be passionate about the health and wellbeing of individuals with mental health, be an experienced leader and have a team approach to service delivery and continuous improvement. You will have the opportunity to use your expertise to respond to a growing service demand in a sustainable way, ensuring the service can respond to todays challenges and look forward to how future demands will need to be met.

Main duties of the job

The main deliverables are:

  • Build effective partnerships across health and social care to deliver the MH long term plan transformation programme.
  • Effectively work with teams and empower people to deliver agreed outcomes.
  • Effectively manage delegated budgets, maximising opportunities for impacting the lives of our residents.
  • Complete autonomy within the role and accountability for decisions made during the course of your duties.
  • Line manages members of the ICB MH team, and provide leadership to members of partner organisations, via a matrix arrangement.
  • Set long term strategy and mobilise resources within the ICS to deliver key objectives and metrics.
  • Develop and cultivate partnerships across the ICS.
  • To develop and build on highly collaborative working arrangements.
  • Support the contract and quality team to effectively manage provider contractual performance and safe delivery.

You will be skilled in leading, managing and delivering significant change projects with multiple stakeholders. You will have exceptional leadership and communication skills with experience of dealing with internal and external stakeholders. You will be comfortable with data and have outstanding analytical and problem-solving skills, as well as excellent attention to detail in written/verbal communication.

You will have the ability to travel to attend meetings and attend for work at several locations, including home, for the purpose of hybrid working.

The Mid and South Essex Integrated Care System will comprise the Integrated Care Board (ICB), which is the statutory body for the NHS, and the Integrated Care Partnership (ICP), which is a committee of the ICB, and brings together key health, care, community and voluntary sector organisations across the area.

The ICS has a bold ambition to deliver improved outcomes for our 1.2m population through our four Alliances, and we are placing clinical and professional leadership and the voice of our residents at the heart of realizing this ambition.

Improving mental health outcomes is one of the key priorities for the MSE ICS. The ICS recognize that mental illness is the single largest cause of disability in the UK and a major driver of health inequalities. In response to meet the mandate of the NHS Long Term Plan (LTP) for Mental Health, Mid and South Essex has developed an extensive transformation programme delivery of which will involve a diversity of stakeholders in MSE and neighbouring ICSs.

The current programme covers the five years 2019/20 to 2023/24. The plan has been broken down into 3 transformation programmes:

  • UECMH System
  • IPCCMH (SMI) PCN/Place
  • MH Accommodation System/Place (DTOC, LOS, OAPs)

Community mental health services have long played a crucial role in the delivery of mental health care, providing vital support to people with mental health problems closer to their homes and communities. However, the model of care has needed fundamental transformation and modernisation to be able to provide a seamless offer for those who need more support than primary care would provide but dont meet the thresholds for secondary care.

The Mid and South Essex system is complex and requires collaborative working across system, place and PCN.
