We have an exciting opportunity for Emergency Preparedness Resilience and Response (EPRR) System Specialist Administrators to join our dynamic, high-profile team within MSE ICB. This essential role helps maintain patient safety and supports incident and emergency response across the system. Based in the System Co-ordination Centre (SCC), youll work Mon-Fri (08:00-18:00) on a roster, with occasional weekends and Bank Holidays during high demand.
Youll collaborate with internal and external stakeholders to develop and maintain arrangements for managing operational pressures, escalation, and incidents, including healthcare providers in the MSE Integrated Care System and multi-agency partners across Essex and the region.
We seek enthusiastic, experienced professionals with excellent teamwork, communication, and organisational skills, able to work independently. NHS and administrative experience is required, along with flexibility and adaptability. Main duties of the job
You will support on aspects of the organisations EPRR and UEC responsibilities including working as part of the System Coordination Centre.
The vacant post is responsible for:
- Supporting the ICB to meet its UEC, SCC and EPRR operational requirements reflecting legislation and national guidance by ensuring arrangements are in place to managing operational pressures and incidents
- Support the oversight and assurance functions of the team through collating national/regional requests
- Coordination of the system's on call arrangements and ICB on call rosters
- To act as a point of contact for system partners, other ICBs and NHS Region through the management of inboxes and phoneline
- Supporting the organisation and wider NHS response to incidents and emergencies including industrial action, extreme weather, cyber attacks and terrorism
- Support with information management and record keeping across UEC, SCC and EPRR
You may be required to support the SCC as part of a 7 day a week roster and will support day-to-day management of operational pressures and response to any incident.
You must have extensive knowledge and experience in an administration / secretarial environment including arranging meetings, preparing agendas and transcribing minutes of meetings.
You must be able to demonstrate ability to work as part of a team or independently and flexibility to meet the needs of the service.

The EPPR/BC function is within the Directorate for Strategy and Corporate Services; the Directorate lead the organisations oversight and assurance function, working with partners to ensure delivery of agreed plans and are responsible for the delivery our statutory duties for the system control centre and emergency preparedness resilience and response (which will need to cover a 7-day/week)
This post is responsible for ensuring the EPRR, Business Continuity operational requirements are established and in place along with across the wider team the SCC operational requirements of the ICB are in place reflecting the asks of national guidance and ICB audit.
The post holder will work with the team across the portfolio that includes EPRR and Business Continuity and ensure the SCC function is fulfilled. The need for plans and robust processes and assurance cycle is paramount to the success of the role, team and function for the organisation, this includes but is not limited to EPRR annual core standards assurance.
The post is required to be able to support the System Control Centre function for the organisation which requires the ability to be rostered across seven days a week from 8am to 8pm or as defined by local, regional, national requirement.
COMPETENCY BASED KEY DELIVERABLES
- Responsible for decisions made during the course of duties, seeking guidance and escalating issues where appropriate
- Assist with the delivery of project plans and workstreams, as directed by line manager and raising any issues with delivery to line manager
- Supervision of less experienced team members
- Responsible for the monitoring of one or more budgets
- Support the Team in the development and revisions of Business Continuity Plans/Impact Assessments across the ICB and with a broad range of organisations, building in learning from previous incidents through the analysis of impact on the local system
- Support the Team in the development and revisions of EPRR protocols, plans and work with health and resilience multi-agency partners to ensure preparedness and response plans are in place for the System
- With the Associate Director ensure that exercising is scheduled to reflect local, regional and national asks and requirements
- Support the Team in the development of specific system Business Continuity plans to support the System and organisation. Analysis of highly complex scenarios need to take place to effectively plan and exercise accordingly.
- Support with the On Call process including contingencies relating to Business Continuity Planning and Surge.
- First point of contact for the team, leading the coordination of training, rotas and ensuring the on call function of the organization is staffed and covered.
- Prepared to represent the in Tactical Level Essex Resilience Forum response and pre-event meetings if required. Work with other EPRR, Business Continuity Leads in response ensuring a consistent and measured approach.
- Keep abreast of new national and regional policies, and guidance on emergency planning and Business Continuity interpreting this for the organisation and implementing changes as necessary
- With the Associate Director and team ensure a transparent and robust process for the Annual Core Standards process for the ICB and those NHS commissioned service providers meeting ICB reporting timeframes and required governance including monitoring process where compliance is not demonstrated or achieved
- Develop specific system plans and action cards to support the system and Local Resilience Forum.
