An exciting opportunity has arisen within the 3 Integrated Care Boards covering the county of Essex (Mid and South Essex, Hertfordshire and West Essex, and Suffolk and North East Essex). These 3 ICBs have created an Inquiry Taskforce to manage and respond to the Lampard Inquiry. This statutory inquiry will review the deaths of mental health inpatients between 2000-2023 in Essex. It will likely be far reaching, requesting evidence from families and service users, providers, and commissioners, within the health and care sector. The Inquiry Taskforce will be led by the Deputy Director who will report directly to a pan-ICB Executive Group. The Taskforce will co-ordinate information across the ICBs, gathering data from current and historic commissioning organisations. You will need to be organised, persistent, patient, empathetic, with excellent communication skills. The team will be housed within the Mid and South Essex ICB and the roles will be a mixture of remote and on-site working. You will be expected to travel to the 3 ICB headquarters, on occasion.

Main duties of the job
- Design, create and manage the processes for ensuring the Inquiry Taskforce (PMO) is accurate and consistent in its approach to managing the components of the Lampard Inquiry
- Design, create and manage effective monitoring, governance, and evaluation of allprojections, providing assurance to the Executive Medical Director, Executive Group, andBoard of Directors, through preparation and presentation of reports
- Design and implement effective continuous stakeholder engagement, negotiating andinfluencing at a senior level, resolving specific difficulties associated with project deliveries
- Identify key areas of resource need and gaps and mitigate for these and offer potential optionsand solutions
- Demonstrate advanced communication skills with the ability to process difficult or distressinginformation and support others to do the same
- Lead and manage across different teams and systems to achieve clear outcomes in a timelyfashion

ROLE PURPOSE / SUMMARY
The Mid and South Essex Integrated Care System will comprise the Integrated Care Board (ICB), which is the statutory body for the NHS, and the Integrated Care Partnership (ICP), which is a committee of the ICB, and brings together key health, care, community and voluntary sector organisations across the area.
The ICS has a bold ambition to deliver improved outcomes for our 1.2m population through our four Alliances, and we are placing clinical and professional leadership and the voice of our residents at the heart of realizing this ambition.
On behalf of the Executive Medical Director for the Mid and South Essex ICB, you will lead, manage and coordinate the ICB Lampard Inquiry taskforce. The Lampard Inquiry is a statutory public inquiry, investigating the circumstances surrounding the deaths of mental health inpatients within the Essex area over the last 20 years. You will report directly to the Executive Medical Director, as Senior Responsible Officer for the for the Inquiry taskforce. The role will support 3 ICBs (Mid and South Essex, Hertfordshire and West Essex, and Suffolk and Northeast Essex) but will be hosted by the MSE ICB. The role is critical in ensuring the 3 ICBs prepare and respond to their statutory responsibilities regarding the Lampard Inquiry. All three ICBs have been deemed core participants in relation to the inquiry.
You will regularly brief the Executive Group and represent said group at key meetings with internal and external stakeholders. This will include the Lampard Counsel and ICB legal teams. You will be required to attend executive and board meetings and ensure adequate briefing papers are prepared and managed across multiple ICBs. Excellent communication skills are essential, and you will need to be able to manage and deliver across multiple teams, often at pace. You will have significant governance experience as you navigate complex commissioning arrangements and legal requirements. You will lead the response to any rule 9 requests from the inquiry team.
The role will be a combination of hybrid and face-to-face working with the main offices being based at Phoenix House in Basildon. The role will be 0.6WTE and can be worked flexibly but will need to meet the demands of the inquiry. Depending on circumstances, you may be required to support the wider ICB on core delivery projects.
