Job summary

The HR Specialist Advisor will support HR colleagues in providing a consistent and comprehensive proactive service to staff and managers. You will provide initial advice and guidance around terms and conditions, policies and procedures and employee relations. This will include providing advice relating to sickness absence, annual leave, parental leave, capability, disciplinary, grievance and other schemes and benefits

You will also contribute to the wider work of the HR team in respect of staff and organisational development, including training sessions as well as supporting the strategic development of HR services.

Predominantly home working, with some working from our Basildon office.

Main duties of the job

We are looking for someone with both HR and employee relations experience, to join our small friendly team. You will need to be comfortable working on your own initiative and communicating with a wide range of people. Strong administrative, organisational and computer skills are essential, as well as the ability to prioritise workload to ensure changing demands are met.

You will be a conduit for change and will need to quickly develop a good working knowledge of core business functions and processes, working with HR colleagues and key managers to develop plans to improve the ways that we do things.

Mid and South Essex ICB is a statutory organisation responsible for the planning and delivery of local health and care services, across Mid and South Essex and is part of the wider integrated care system. Integrated Care Systems (ICSs) are partnerships of health and care organisations that come together to plan and deliver joined up services and to improve the health of people who live and work in their area. The headquarters for the organisation is Phoenix Court, Basildon, but there is a hybrid model of working, which includes working across Mid and South Essex and home working.

ROLE PURPOSE / SUMMARY

The Mid and South Essex Integrated Care System will comprise the Integrated Care Board (ICB), which is the statutory body for the NHS, and the Integrated Care Partnership (ICP), which is a committee of the ICB, and brings together key health, care, community and voluntary sector organisations across the area.

The ICS has a bold ambition to deliver improved outcomes for our 1.2m population through our four Alliances, and we are placing clinical and professional leadership and the voice of our residents at the heart of realizing this ambition.

The HR Specialist Advisor will work alongside senior members of the HR team in providing a consistent and comprehensive proactive service to managers. This includes, providing initial advice and guidance in relation to terms and conditions, employee relations, contractors, staff development, organisational change, ESR Self-Service and E-expenses, the production of workforce related statistical data and supporting the strategic development of the HR services.

The post holder will be a conduit for change quickly developing a good understanding of core business functions and processes.

COMPETENCY BASED KEY DELIVERABLES

  • Responsible for decisions made during the course of duties, seeking guidance and escalating issues where appropriate
  • Assist with the delivery of project plans and workstreams, as directed by line manager and raising any issues with delivery to line manager
  • Responsible for the monitoring of one or more budgets
  • To contribute to the provision of a consistent, comprehensive and proactive HR service to managers, including absence management, terms and conditions, employee relations, staff development and organisational change
  • To provide accurate advice and support to staff and managers on the full spectrum of HR issues, ensuring compliance with existing polices and current employment legislation
  • Work closely with HR transactional teams such as recruitment and payroll to ensure safe, compliant and people centred work environment. Undertaking HR and workforce administration as required including arranging meetings, taking notes, booking rooms, updating systems and managing core administration of essential processes (i.e. electronic probation / appraisal submission)
  • Supporting the streamlining of HR and Workforce Development processes through the use of technology
  • Supporting the implementation of HR led projects and initiatives, providing advice and support to managers and staff to ensure high quality information is input and extracted
  • Producing ad hoc workforce information reports to support the OD work of the organisation
  • Contributing to the communication, launch and results analysis of projects
  • Improving the efficiency of HR processes and ensuring standardised / more efficient systems are implemented across the whole organisation
  • Providing ad hoc training on various workforce related subjects and within realm of knowledge
