Job summary

An opportunity has arisen within the Mid and South Essex Integrated Care System (ICS) to lead our system workforce data team as Head of Workforce Planning.

The Head of Workforce Planning will work within the People directorate of the ICB and will be responsible for leading the planning and data team to embed the principles of integrated workforce planning across the ICS and ensure the delivery of comprehensive workforce development plans which will be used to inform the development of the ICS and regional workforce strategy/People Plans.

Main duties of the job

Integrated Workforce Planning is recognised as one of the key development priorities within the health and social care sector. Effective workforce planning not only benefits good patient care but can play an important role in supporting the health and social care sectors to meet their service and productivity targets through ensuring that the 'right people are in the right jobs at the right time'. To be effective, it is important to have people with the right skills who can efficiently deliver this crucial work in the health and social care sectors.

You will lead on the development of workforce planning at a strategic level across the ICS system with a focus on developing the system workforce plan and transformation plan informed by robust workforce modelling and provider workforce priorities.

This is an exciting opportunity to lead on developing strategic workforce planning programmes across of our ICS and play an integral role in shaping the future workforce planning within health and care.

ROLE PURPOSE / SUMMARY

The Mid and South Essex Integrated Care System will comprise the Integrated Care Board (ICB), which is the statutory body for the NHS, and the Integrated Care Partnership (ICP), which is a committee of the ICB, and brings together key health, care, community and voluntary sector organisations across the area.

The ICS has a bold ambition to deliver improved outcomes for our 1.2m population through our four Alliances, and we are placing clinical and professional leadership and the voice of our residents at the heart of realizing this ambition.

The Head of Workforce Planning role sits within the system workforce function of the People directorate of the ICB. The people function oversees the delivery of the 10 people functions, working with the ICP, in order to implement local and national people priorities and expectations, including those set out in the People Plan, to develop and support the ‘one workforce’ and make the health and care system a better place to work and live.

The Head of Workforce Planning will be responsible for embedding the principles of integrated workforce planning across the ICS to ensure the delivery of comprehensive workforce development plans and use these to inform the development of the ICS and regional workforce strategy/People Plans. The post holder will lead on the development of workforce planning at a strategic level across the ICS system with a focus on developing the system workforce plan and transformation plan informed by robust workforce modelling and provider workforce priorities.

COMPETENCY BASED KEY DELIVERABLES

· Lead on the development of robust and comprehensive integrated workforce planning across ICS, with associated planning processes

· Work with stakeholders ensuring workforce intelligence informs local transformation activities, training, and recruitment of staff

· Lead workforce analytics team to validate and cleanse system workforce data to improve quality of information available.

· Work closely with provider workforce leads to develop integrated workforce transformation plan reflecting workforce modelling and service priorities

· Collaborate with the HEE workforce planning and intelligence team to develop regional workforce planning resources

· Collaborate with the HEE workforce planning and intelligence team to develop regional workforce planning resources

· Apply HEE standard products and resources to local ICS environment to inform workforce planning process and plan of action to bridge gaps between demand and supply

· Responsible and accountable for decisions made during the course of their duties, escalating significant issues where appropriate

· Contribute to setting long term strategy ensuring the aims and objectives of the organisation/system are embedded and progressively built upon within the setting of the strategy, as well as taking responsibility for the implementation of one or more plans which align to this strategy
