Job summary

Mid & South Essex ICB is responsible for ensuring that safeguarding duties are incorporated within the ICB and all services that it commissions. Since 2022 we have developed a new all-age model for safeguarding that provides a unique approach to the delivery of NHS England - Safeguarding Child, Young People and Adults at Risk in the NHS: Accountability and Assurance Framework. This all-age approach acknowledges the impact of abuse, neglect and exploitation across the lifespan, the interdependencies of safeguarding in its widest concept and the diversity of the population we serve.

We want to recruit practitioners to join our team as Associate Designates Nurses, working under the guidance of Designated Lead Nurses Safeguarding to fulfil the ICBs statutory functions in all matters relating to safeguarding. On this occasion, we would welcome applications from practitioners who have experience in Adult Safeguarding. As a member of the All-age Safeguarding Team, you will work collaboratively to forge effective working relationships with statutory partners in the delivery of strategic priorities.

Key responsibilities will include working alongside ICB and Provider Safeguarding Teams to ensure there are robust systems, policies and learning and development opportunities to enable healthcare staff to identify and respond to abuse and neglect across the health economy.

Main duties of the job

Hybrid working - Some working from home, our Basildon office and across Mid and South Essex.

We are looking for practitioners with an understanding of safeguarding strategic frameworks and governance processes at organisational and partnership levels. Whilst you may currently have strengths in either child or adult safeguarding, you will have the opportunity to develop your knowledge and skills in every aspect of the field.

The successful candidates will demonstrate an ability to:

  • understand safeguarding legislation and statutory guidance.
  • support the development and delivery of the All-age Safeguarding Strategy across the ICB/ICS.
  • work across organisational and geographical boundaries representing within the ICB to meet the changing needs of our local population.
  • contribute to setting a long-term strategy.
  • manage difficult conversations, challenging situations and ensure agreed and credible actions are identified.
  • deputise effectively for the Designated Lead Safeguarding Nurse, the Deputy, and Director of Nursing, when appropriate.
  • contribute to the planning, delivery, and evaluation of All-age Safeguarding learning and development.
  • identify and support the implementation of learning from safeguarding incidents and case reviews.

ROLE PURPOSE / SUMMARY

The Mid and South Essex Integrated Care System (ICS) will comprise the Integrated Care Board (ICB), which is the statutory body for the NHS, and the Integrated Care Partnership (ICP), which is a committee of the ICB, and brings together key health, care, community and voluntary sector organisations across the area.

The ICS has a bold ambition to deliver improved outcomes for our 1.2m population through our four Alliances, and we are placing clinical and professional leadership and the voice of our residents at the heart of realizing this ambition.

The Associate Designated Nurse Safeguarding role sits within the All-age Safeguarding team and the Nursing and Quality Directorate.

The All-age Safeguarding Team leads on the discharge of the ICBs safeguarding statutory duties, roles and responsibilities set out in legislation and guidance, such as the Childrens Act 1989, the Working Together to Safeguard Children 2018, the Care Act 2014, and the Safeguarding children, young people, and adults at risk in the NHS - Safeguarding Accountability and Assurance framework (SAAF, 2022). The all-age approach to safeguarding acknowledges the impact of abuse and neglect across the lifespan, the interdependencies of safeguarding in its widest concept and the diversity of the population we serve.

The post holder will work in collaboration with a variety of healthcare and multiagency professionals in the delivery of the All-age safeguarding agenda.

This role is a supportive function to the strategic lead roles, supporting and following thedirection set by the Designated Lead Nurse Safeguarding in the discharge of the ICBs safeguarding statutory functions and the design and delivery of the ICBs All-age safeguarding strategy.

This will include ensuring the maintenance of safe and effective standards highlighted in local and national guidance and legislation.
  • Support the Designated Lead Nurse Safeguarding in ensuring timely responses from healthcare Partners (including primary care) in relation to adult or child safeguarding reviews, or live investigations.
  • Work closely with ICB practitioners, Primary Care staff and Provider Safeguarding teams in identifying need and providing expert clinical advice, training, supervision and support as appropriate.
  • Contribute to the planning, delivery and evaluation of All-age Safeguarding training for health and multiagency practitioners. This will support the implementation of continuing development and integration of evidence-based safeguarding practice in local services.
  • Will deputise for Designated Lead Nurse Safeguarding the when required in representing at Safeguarding Board / Partnership subgroups, providing the necessary input, including advice on health and safeguarding matters, policy and guidance development and implementation, development of reports, chronologies, advice on recommendations and actions relating to safeguarding investigations, rapid reviews and audits. This will also include working alongside Primary Care practitioners in providing their input to the subgroups.
  • Able to work across organisational and geographical boundaries to ensure safeguarding issues are represented at every level of health organisations activity.
  • Working with other teams across the Nursing and Quality Directorate, the ICB and the ICS to support safeguarding input and the delivery of safeguarding agenda across relevant workstreams.
