This position is an exciting & dynamic role supporting the delivery the National Framework for NHS Continuing Healthcare & NHS Funded Nursing Care and NHS Children and Young People's Continuing Care.
This AACC Business Operational Managers role is to provide leadership, advice and expertise to ensure delivery of a high-quality standard of administrative services and oversight of Personal Health Budgets to the AACC teams, working collaboratively with key partners to achieve best outcomes. The post holder will provide advice, support, supervision and line-management to direct reports as allocated, ensuring that they have the support that they require to deliver the highest quality and most appropriate services to patients and to drive continuous service improvement.

Main duties of the job
As the Business Operational Manager the post holder will be supporting and managing a team of administrators to ensure that all administrative and IT systems are in place to manage and monitor All Age Continuing Care. As well as provide line-management to AACC staff, the post holder will ensure that staff have the support that they require to deliver the highest quality & appropriate services to drive continuous service improvement.
As part of the AACC leadersip team the post holder will work under the guidance and support of the Senior Business and Transformation Manager to develop strong working relationships with providers, facilitating procurement, commissioing, contrcactual and financial monitoring in liasion with Mid and South Essex Integrated Care Board contracts and finance teams.
The successful candidate will need to have a flexible attitude and be a team player who enjoys working within a fast-paced service.

The AACC service delivers the statutory duties of the ICB to assess and to provide for services to meet the identified needs of those found eligible for Continuing Healthcare. Competency Based Key Deliverables
- To ensure that all administrative and IT systems are in place to manage and monitor continuing healthcare, including adherence to national and local policies and procedures e.g., Caldicott and Data Protection Act.
- To work with the Lead Nurse for AACC and wider team to manage the market whilst ensuring choice, innovation and improvement for patients and service users.
- Develop strong working relationships with providers, facilitating procurement, commissioning, contractual and financial monitoring in liaison with the ICB contracts and finance teams.
- To ensure the development and review of robust systems and processes to record, evaluate and interpret the activity and financial commitment of the budget.
- Agree and deliver against organisational objectives including specific project work, key performance indicators, supporting the team to deliver within tight deadlines, prioritising use of resources and skills within the team.
- Oversight and management of the commissioning/placement function and performance of the AACC database including financial records, the management of documentation, including health records, in accordance with national and local policies and procedures.
- Contribute to the personalisation agenda and lead on the financial and business aspects thereof.
- Responsible as Data Custodian for the maintenance of related health records in line with Caldicott principles and adopted service standards, including holding responsibility for hard and soft copy records in line with the Data Protection Act 1998 Subject Access is implemented.
- Responsible for all Freedom of Information requests relating to Commissioning/ Contracting are handled appropriately in line with National and organisational procedures and are fulfilled accurately, appropriately and within specified period.
