Job summary

The Mid and South Essex Integrated Care System will comprise the Integrated Care Board (ICB), which is the statutory body for the NHS, and the Integrated Care Partnership (ICP), which is a committee of the ICB, and brings together key health, care, community and voluntary sector organisations across the area.

Our Commercial team sits within the Resources Directorate of our ICB and the post holder will lead its vision for the future. Working with all system partners we aim to deliver financial sustainability, providing, transparency, efficiency, and value for money for our population.

You will lead two teams with the support from Assistant Directors in each area. Our financial performance, analytics and reporting, will be a hub for the exciting developments in train. The team is responsible for empowering our system through future focused reporting and analytics. Working to support the building blocks required for effective stewardship within the system, the team will also face into the System PMO and System Costing Hub, supporting our significant efficiency and productivity agenda. Our Operations team is responsible for delivering the safe establishment, management, monitoring and reporting of all arrangements around the services we require for our population. These teams are multidisciplinary and as such you will be confident in your ability to lead multi-professional technical experts, drawing on the skills within the team and leading the cohesion of the function.

Main duties of the job

Responsibilities the post holder include, but are not limited to:

  • Provide leadership and responsibility for the delivery of the ICB commercial function.
  • Provide expert finance advice to ICB/ICS Executive
  • Provide leadership in the development of all strategies and in particular lead on the Procurement and Contracting strategy, working with regulators and key negotiating partners.
  • Provide leadership and responsibility for the delivery of critical strategic programmes as prioritised by the ICB/ ICS and defined by the Chief Finance Officer.
  • Ensure the delivery of the system vision to integrate system functions, driving efficiency and a common understanding across finance teams.
  • Provide Strategic advice and leadership in contract negotiations with partners.
  • Seek innovation in our contract arrangements, facilitating the development of provider collaborative contract arrangements. Harmonising and coaching to achieve the right objectives for our population.
  • Building and nurturing strong system relationships across peers to support the review and assurance of business cases for investment and efficiency. Ensuring that timely system governance is in place and streamlining where necessary.
  • Ensuring the effective management of procurement arrangements.
  • Embedding legislative and process changes such as the Provider Selection Regime.

The ICS has a bold ambition to deliver improved outcomes for our 1.2m population through our four Alliances, and we are placing clinical and professional leadership and the voice of our residents at the heart of realising this ambition.

Our Commercial team sits within the Finance and Estates Directorate of our ICB and the post holder will lead its vision for the future. Working with all system partners we aim to deliver financial sustainability, providing, transparency, efficiency, and value for money for our population.

Our multidisciplinary team looks after all aspects of contracting and finance for the services we plan and buy for our population, from planning to procurement and contracting through to monitoring and reporting. This role will be an instrumental part in delivering our ambition as part of the wider Finance and Estates Directorate. We want to be able to provide our population and our staff with the confidence that resources are being used transparently, supporting the benefit of population health improvement and fulfilling our statutory obligations and duties.

The post holder will lead two teams with the support from Deputy Directors in each area. Our financial performance, analytics and reporting, will be a hub for the exciting developments in train. By establishing clear and transparent funding arrangements, triangulated with activity and workforce within our system we aim to support our collective understanding of how resources are allocated across the system for both revenue and capital. For this, we need to be able to effectively anticipate and maximise revenue and capital resources, aligning outgoings within the context of our System Financial Strategy and Financial Sustainability Plan.

Developing an understanding of our system cost base and the behaviours of those costs will support us to utilise our system pound to best effect. We want to ensure value for money across the whole system by supporting our Integrated Care Partnership in the establishment and management of integrated fund arrangements, (such as the Better Care Fund) at place and across Health and Wellbeing Boards.

  • Bring care closer to home where safe and possible
  • Transform and improve our services

KEY RESPONSIBILITIES

As Commercial Director

As a Leader aligned to support the Alliance Directors and Stewards Groups

  • Contribute to the Alliance and Stewardship objectives including:

- Promoting the success and culture of the overarching ambition.-Supporting the strategic direction.

- Ensuring the commercial team continue to support arrangements which enhance, Alliances and Stewardship, through effective mechanisms and processes, working to problem solve and support.

- Holding to account Alliances and Stewardship groups to deliver agreed strategic objectives and performance as expected within System agreed plans;

- Ensuring delivery of targets as expected within System agreed plans.

- Identifying and managing risks within the system.

- Providing leadership in support of the NHS Alliance Management team. Actively taking part in and advising on key business decisions.
