We have an exciting opportunity for a Health Economist, to work across the Mid and South Essex Integrated Care System, ensuring that strategic decisions relating to resident benefits, funding, service priorities and workforce are based on good evidence and consideration about their long-term impact.

The role calls for a breadth of economic, statistical, and analytical skills e.g. in defining the key questions, determining the correct methodological approach to address these, undertaking econometric analysis, and interpreting and communicating the results.

The post holder will work in collaboration with colleagues and stakeholders both internally and externally to ensure that this specialist resource is aligned to the achievement of the Mid and South Essex Integrated Care Systems priority areas, including delivery of the Financial Recovery Programme.

The candidate will develop innovative methodological approaches to health economic analysis, working with the Population Health Management Team, Efficiency Team, acute Strategy Unit, Anglia Ruskin University and the MSE ICS Business Intelligence Team.

Mainly home working, but will need to visit other sites across the patch when necessary.

Plan and undertake mathematical and economic modelling to structure the evidence from the literature and other sources on clinical and economic outcomes to provide results that inform decisions about clinical practices, health-care resource allocations and resident benefits through the utilisation of Quality Adjusted Life Years (QALY) measures.

Identify and liaise with experts to assess internal and external validity of any economic analyses or modeling and the assumptions underpinning them to ensure results are valid and generalise dependent on the audience.

Plan and undertake projects to estimate the clinical benefit from and the resource and costs required to implement key recommendations.

Plan, implement and be accountable for the development and use of research instruments to obtain the information required from health boards to facilitate technology assessments. Determine the best method of obtaining required data (telephone, postal, web-based) and analyse and report results.

Identify, synthesise and summarise complex cost effectiveness literature and present findings in reports, varying formats appropriate to the anticipated audience, to facilitate evidence based decision making for MSE ICS. The post holder will present their findings to a wide variety of audiences, including clinicians and academics on the applied use of cost effectiveness analyses in the NHS. The post holder will also be expected to write up findings of research for publication in peer reviewed journals and present the work of MSE ICS at local, national, and international meetings and conferences, in formats appropriate to the audience. Influencing improvements in patient care and system efficiencies across an entire pathway from prevention to clinical care and end of life e.g. considering missed opportunities for prevention in CVD, respiratory and cancer.
