Job summary

This is an exciting, novel and critical role to develop the relationship between MSEICB and Essex County Council (ECC) and move forward the programme of work around intermediate care provision for the MSE System covered by ECC.

The purpose of this role is to lead on the transformation and integration of jointly commissioned out of hospital services in MSE ICB System as a commissioning partner with ECC. You will matrix work on behalf of Mid Essex, Basildon and Brentwood and Castle Point and Rochford Alliance Place Level Teams and Essex County Council to facilitate the delivery of integrated models of care to improve health and care outcomes and address health inequalities for the Essex population.

You will also deputise for the Mid Essex and Basildon and Brentwood Alliance Director across the full range of duties representing and making decisions on behalf of the ICB.

You should be experienced enough to work through the complexity of the ICS systems and have operational and commissioning experience to ensure improved system flow and good value for money.

This role is a joint appointment with ECC, jointly funded by MSEICB and ECC but hosted in the NHS to enable traction with the commissioning of intermediate care, initially focusing on contracts that have been rolled and added to year on year and are now unsustainable. Other areas of operational focus will then be tackled, enabling alliances to better manage the BCF/IBCF locally and develop very meaningful relationships.

Main duties of the job

The four Alliances bring together provider and commissioning organisations involved with improving the health, care and wellbeing of its population, working together to take joint action to improve services and to influence the wider determinants of health and broader social and economic development.

Working with health and care providers, voluntary sector and our communities you will lead the strategic planning, commissioning and delivery of out of hospital integrated models of care to:

  • Increase the proportion of our population living independently, having health and care needs met in a community setting, with more control over their own health and wellbeing and accessing more proactive personalised support
  • Address variation and health inequalities
  • Support the development of a system which delivers optimal, aligned health and care outcomes
  • Embed a compelling vision and purpose
  • Deliver out of hospital model of care including the Integrated Neighbourhood Teams (INTS) Integrated Discharge Hubs, Care Coordination Centre and intermediate care
  • Market shape and commission for the social care market under ECC derestriction

Mid and South Essex ICB is a statutory organisation responsible for the planning and delivery of local health and care services, across Mid and South Essex and is part of the wider integrated care system. Integrated Care Systems (ICSs) are partnerships of health and care organisations that come together to plan and deliver joined up services and to improve the health of people who live and work in their area. The headquarters for the organisation is Phoenix Court, Basildon, but there is a hybrid model of working, which includes working across Mid and South Essex and home working.
