Job summary

As one of 3 Heads of Performance and Delivery within Cambridge and Peterborough Integrated Care System you will be predominately responsible for the planned care portfolio, including cancer, elective, outpatients, and diagnostics across NHS, ISP and other providers. You will lead a team, working closely with partners across the system and region to ensure delivery of effective, and safe services; monitoring performance, leading on system wide improvement/change programmes, and ensuring commissioned services meet the need of Cambridgeshire and Peterboroughs population.

Main duties of the job

The post holder is responsible for leading the ICB delivery, performance and assurance teams, creating a flexible and distributed leadership culture across teams and portfolios. The post holder will act as the first point of contact for all operational priorities relevant to their portfolio area, acting as subject matter expert in supporting strategic priorities and business as usual operational improvement requirements. The post holder will be expected to be proactive in their approach to identifying opportunities for improvement, seeking out best practice and using benchmarking regularly to address unwarranted variation and reduce health inequalities.

NHS Cambridgeshire & Peterborough is an Integrated Care Board (ICB) and the statutory NHS organisation responsible for planning and delivering local health and care services to the population and communities of Cambridgeshire & Peterborough.

Job description

Job responsibilities

The post holder will be responsible for performance oversight and assurance processes across the portfolio. Working closely with other ICB and ICS teams, the post holder will lead day to day performance management activities with providers and accountable business units, with relationship management responsibilities. The post holder will ensure transparent and effective risk management processes are in place, leading targeted interventions and escalation approaches as required to improve performance for the local population.

Working closely with the Director of Performance and Delivery, the post holder will lead on relationship management with external stakeholders and act as Senior Responsible Officer (SRO) for specific programmes of work on behalf of the Chief Operating Officer and wider ICB Executive as required.

The post holder will be expected to lead planning activities for their relevant portfolio areas and contribute to ensuring C&P ICS has an aligned and robust approach to delivery of national and local priorities, key performance indicators and a proactive approach to risk management.

First point of contact for all operational matters relevant to their portfolio area, providing the ICB and wider ICS Executives assurance on performance and delivery, risks and mitigations

In collaboration with system partners, lead the development of operational strategies that support the delivery of the ICS priorities, including recovery activities and national improvement agendas

Act as subject matter expert for operational portfolio areas, contributing proactively to strategy development, strategic commissioning and transformational activity

Lead on the day to day performance management processes across the ICB, ensuring effective relationships across ICB teams to triangulate information and implement effective strategies to mitigate risks and issues

Lead the development and implementation of the ICS system assurance framework across the system, implementing effective governance and oversight processes

Working closely with the Head of Performance and Planning ensure timely and accurate reporting is in place across portfolio areas, that meets the requirements of internal and external assurance requirements

As a system leader, develop collaborative relationships across organisations, implementing approaches to integration of services that improve outcomes for our population

Act as SRO for specific ICB ICS wide programmes of work as required by the organisation

Leadership of the Performance and Assurance teams, matrix working within the directorate to maximise use of resources within the organisation

Managing the teams business support function, including developing and managing the teams annual business plan, progress and dashboard reporting and risk and issue management

Managing all corporate business returns, including planning and workforce returns

Developing and implementing a content management system to ensure information is properly managed and best practice is shared across the team, Directorate and the wider NHS organisations.

Taking a lead in the coordination of training and development and recruitment activity across the Directorate.
