Job summary

You will be a good communicator, organised, great project manager and have an open mindset who welcomes the opportunity to be an enabler for transformation for health delivery across Cambridgeshire and Peterborough. You will have demonstrable experience in an estate related role, understand planning, monitoring and risk management to support implementation of estate projects. A good understanding of planning processes and S106 / Community Infrastructure Levy would be an added benefit. You will have an appreciation of how estate ownership and management differ between primary and secondary care and an awareness of Primary Care Cost Directions.

Main duties of the job

This position will support the Assistant Director for Infrastructure and Sustainability, aligned to the North, which includes Peterborough, Huntingdon and Fenland. Building strong relationships and alliances with key partners including City and District Councils as well as healthcare colleagues in primary, secondary and community care. You will be responsible for providing effective project management to ensure that workstreams linked to the Estates Strategy, and Sustainability & Transformation Plan are delivered within the defined quality, time and cost constraints. Where there are large material primary care estates or infrastructure projects, you will support the project delivery working closely with the Assistant Director of Sustainability & Infrastructure, your peers and organisation leads.

Job description

Job responsibilities

Undertake specific project management duties to assist in the delivery of key objectives and workstreams. Oversee business case approval process, reviewing project initiation documents and project plans in line with ICB guidelines.

Support Primary Care providers in Improvement Grant funding requests, including project management and support to practices and localities on premises development matters in collaboration with NHSE, including key developments. Review and maintain project plans, milestone and highlight reports as required.

In collaboration with premises owners across Cambridgeshire and Peterborough, coordinate the transformational redevelopment of the premises to achieve fit for purpose medical facilities. Review and, if appropriate, approve funding to support redevelopment proposals put forwards by premises owners.

Oversight of the rents, reimbursement and lease process working closely with the District Valuers office and finance team.

To support the Premises Governance process ensuring that key documentation is completed at each stage and align with ICB strategy and work with colleagues in ensuring process is met at each stage. Ensure procurement rules have been followed within funding proposals, ensuring affordability to the ICB for on-going revenue costs.

Develop a good working knowledge of SHAPE (Strategic Health Asset Planning Evaluation Tool) and manage data input and extraction where necessary.

Ensure any reconfiguration, modifications and new developments meet the latest specifications of the latest Health Building Note standards.

To act as the North/South point of contact for estates project enquiries. Coordinate and contribute to the ongoing development of the Estates Strategy. Lead on the continued development and production of relevant reports, documentation and briefing papers for a variety of key internal and external stakeholders ensuring professional standards are maintained.

To oversee Section 106/CIL responses to planning applications in the Cambridgeshire and Peterborough area. To manage and led on Section 106/CIL funds with Cambridgeshire and Peterborough Local Authorities, ensuring that these are tracked and requests for funds are requested through NHSE within the agreed timescale for each S106/CIL agreement. Lead on work with identified practices on appropriate use of S106/CIL funding to mitigate additional populations affecting practice capacity.

Coordinate the undertaking of data gathering, surveys and audits where necessary. Demonstrate effective project management across all work programmes. Use a structured change management approach and methodology for all projects. Work as part of a matrix structure in the delivery of objectives. Analyse and interpret data and information to input into relevant databases, worksheets, project plans and reports.

Monitor the performance of identified projects, against objectives and be responsible for ensuring corrective action is taken when necessary. Propose changes to own project and function, informing policy and making recommendations for other projects delivery including the national policy estates development.

Deliver against organisational objectives, achieving quality outcomes, prioritising own workload and working to tight deadlines. Continuously strive to deliver the project outcomes to time, for value for money and with greater efficiency. Ensure that the existing health infrastructure is utilised effectively by working with stakeholders to realise maximum utilisation opportunities.
