Due to an expansion in our functions and area, an exciting opportunity has arisen for a Commissioning and Performance Manager role within the Primary Care team. Working as part of a team committed to improving outcomes for Primary Care and reducing health inequalities you will be educated to degree level or with equivalent relevant experience.

Our organisation is responsible for the commissioning of health care services for approximately 1.3 m people across a hugely diverse population in Birmingham and Solihull and is committed to getting the best value from the £1.2b which we invest in health care each year. The organisation currently employs approximately 460 staff across a range of disciplines that support the commissioning agenda.

Main duties of the job

As a Primary Care Commissioning & Performance Manager you will deliver a range of business functions to support the effective delivery of our programme of work. You will be leading designated Primary Care projects and GP contractual changes, whilst assisting the team to deliver the GP contract and Primary Care Network framework.

  • Experience of contracting management and commissioning
  • Project and programme management experience
  • Experience of working with GP practices, Primary Care Networks, providers and other stakeholders.
  • Experience of the analysis, interpretation, and presentation of primary care datasets including national and local Primary Care Dashboards, Clinical Quality Review System (CQRS), QOF, GPAD and SNOMED.
  • Experience of monitoring performance metrics
  • The ability to work on own initiative and to organise own workload, working to tight and often changing timescales.
  • A strong level of IT skills enabling comprehensive analysis, interpretation and presentation of complex data
  • Clear communication skills, strong reasoning and negotiating abilities with excellent writing, report writing and presentation skills

About us

The Primary Care Team have a blended office and agile work requirement and you will be required to attend a range of organisations or GP practices across the Birmingham and Solihull footprint, as well as working at the Wesleyan office base for 2-3 days per week. This is a varied, hands on role, which will provide exposure to, and experience of, different aspects of healthcare management, giving opportunity for skill and career development.   • Assisting in the effective commissioning, contracting and performance management of all primary medical care contracts
  • Supporting the commissioning of primary medical care services and the procurement of those services
  • Developing and implement policy and operating frameworks for the performance management of primary care contracts and delivering the NHS duty of continuous quality improvement
  • Assisting the development of Primary Medical Care services ensuring that future developments reflect local and national policy priorities
  • Assisting in the management of local performance, quality and contractual frameworks across the ICS and overseeing convergence with the national frameworks
  • Developing specialist knowledge of the regulations relating to Primary Medical Care Contracts to ensure that the ICB's contractual arrangements reflect the regulations and that the obligations imposed by the obligations are being
  • Handling complex and challenging situations, reasoning, communicating and influencing confidently for successful resolutions
  • Assisting in the development of additional contracts ie, Asylum seeker/ refugee healthcare
  • Supporting the contractual management of Directed Enhanced Services, such as Primary Care Network arrangements
  • Supporting the commissioning of Pharmacy, Optometry and Dental services as required.
